On March 11, 2022, the Philippines Bureau of Customs announced the next implementation plan for the case of considering the extension of safeguard measures against grade 1 and grade 1P cement products imported from a number of countries including Vietnam. According to information from the Philippines Bureau of Customs, the Public Hearing is scheduled to take place on April 1, 2022 and April 4-7, 2022.
After a long investigation into the cause of serious damage to the domestic cement industry, the Philippine Department of Trade and Industry (DTI) has concluded that the sudden increase in cement imports is the main cause of this phenomenon.

Therefore, in order to protect the domestic industry as well as promote the continued development of the domestic industry, in early 2019, the Philippine Department of Trade and Industry decided to apply a temporary safeguard measure of 8.40Php/40kg bag, equivalent to about 4 USD/ton for Vietnamese cement exported to this market.
In 2022, the case of considering the extension of safeguard measures for cement products imported from some countries, including Vietnam, continues to have new developments during this period, specifically with the roadmap as follows:
- The submission of the Tariff Commission’s Form 5-A (attached) and the adjustment plan of the domestic industry, along with the submission of the Expression of Opinion which took place on March 17. On March 18-24, 2022, the investigating agency conducted on-site verification in both direct and online forms.
- March 25, 2022, the issuance of the draft investigation conclusion and the announcement of the organization of the Public Hearing is expected to take place.
- In early April, the Public Hearing is scheduled to be held on April 1, 2022 and during the period from April 4 to 7, 2022.
- April 18, 2022 is expected to be the time to submit the revised/supplemented Expression of Opinion
- In April 2022, the final conclusion of the Bureau of Customs is expected to be issued.
