Vietnam Receives Applications for Review of Anti-Dumping Duties on Certain Welding Materials from Malaysia, Thailand, and China

The Trade Remedies Authority of Vietnam (TRAV) has recently issued Notice No. 89/TB-PVTM regarding the receipt of applications for the review of the anti-dumping measures currently imposed on certain welding materials originating from Malaysia, Thailand, and China. This procedure is carried out in accordance with Vietnamese law to ensure that trade remedy measures remain appropriate in light of actual market conditions and changes in relevant factors.

Previously, on August 15, 2022, the Ministry of Industry and Trade issued Decision No. 1624/QD-BCT imposing definitive anti-dumping duties on certain welding materials imported from Malaysia, Thailand, and China. The measure was adopted after the investigating authority concluded that imports from these countries had been sold in the Vietnamese market at prices lower than their normal value, causing material injury or threatening to cause material injury to the domestic welding materials industry.

Pursuant to Article 51 of Decree No. 86/2025/ND-CP, the Trade Remedies Authority of Vietnam, acting as the investigating authority, announced the receipt of review applications submitted by interested parties with respect to the existing anti-dumping measures. The review is intended to examine whether the conditions that led to the imposition of anti-dumping duties still exist or whether significant changes have occurred, thereby ensuring that the measures are maintained in a reasonable manner and remain consistent with market developments.

Under Article 56 of Decree No. 86/2025/ND-CP, interested parties are entitled to submit requests for review. Eligible parties include domestic producers, foreign manufacturers or exporters, importers, industry associations, and other organizations and individuals whose rights and interests are related to the case. Applications for review must satisfy all information and documentation requirements prescribed under Clause 1, Article 57 of Decree No. 86/2025/ND-CP.

According to the Trade Remedies Authority of Vietnam, the deadline for submitting review applications is July 16, 2026. Upon receipt of the applications, the investigating authority will assess the completeness and validity of the submitted information and documents before considering whether to initiate a review in accordance with the applicable legal provisions.

Under Vietnam’s trade remedy laws, the review of anti-dumping measures constitutes an important mechanism to ensure that existing measures accurately reflect actual market conditions. During the review process, the investigating authority will examine various factors, including changes in selling prices, production costs, import volumes, the extent of injury suffered by the domestic industry, and other relevant economic indicators.

The outcome of the review may result in maintaining the existing anti-dumping duty rates, adjusting the duty levels, or terminating the measures if the investigating authority determines that their continuation is no longer necessary. Consequently, the review process plays a significant role in balancing the interests of domestic producers and businesses engaged in import activities while ensuring fair competition in the market.

For Vietnam’s welding materials industry, anti-dumping measures have played an important role in mitigating the adverse effects of dumped imports, thereby enabling domestic enterprises to maintain production, enhance competitiveness, and achieve sustainable development. At the same time, the mechanism for periodic reviews or reviews requested by interested parties helps ensure that trade remedy measures are not maintained beyond what is necessary and remain consistent with Vietnam’s laws and the international commitments to which the country is a party.
