Vietnam Receives Applications for Review of Anti-Dumping Duties on Coated Steel Imports from China and South Korea

The Trade Remedies Authority of Vietnam (TRAV) has recently issued a notice regarding the receipt of applications for the review of the anti-dumping measures currently imposed on certain coated steel products originating from China and South Korea. The review is conducted in accordance with Decree No. 86/2025/ND-CP with a view to ensuring that trade remedy measures remain consistent with market developments and changes in the production and business activities of the interested parties.

Previously, on August 14, 2025, the Ministry of Industry and Trade issued Decision No. 2310/QD-BCT imposing definitive anti-dumping duties on certain coated steel products imported from China and South Korea under case AD19. The measure was adopted after the investigating authority determined that imports from the two countries had been sold in the Vietnamese market at prices below their normal value, thereby causing material injury to the domestic coated steel industry.

Pursuant to Article 51 of Decree No. 86/2025/ND-CP, the Trade Remedies Authority of Vietnam, acting as the investigating authority, has announced the receipt of review applications submitted by interested parties concerning the anti-dumping measures currently in force in case AD19. The review is intended to reassess the necessity of the existing measure and to determine whether the current duty rates remain appropriate in light of actual market conditions.

Under Article 56 of Decree No. 86/2025/ND-CP, interested parties are entitled to request a review. Eligible parties include domestic producers, foreign manufacturers or exporters, importers, industry associations, and other organizations and individuals whose rights and interests are related to the case. Applications for review must contain all information and supporting documents required under Clause 1, Article 57 of Decree No. 86/2025/ND-CP.

According to the Trade Remedies Authority of Vietnam, the deadline for the submission of review applications is July 14, 2026. Upon receipt of the applications, the investigating authority will assess the completeness and validity of the submitted information and documents before deciding whether to initiate a review.

Under Vietnam’s trade remedy laws, the review of anti-dumping measures constitutes an important mechanism to ensure that the measures in force accurately reflect actual market conditions. During the review process, the investigating authority may examine various factors, including changes in selling prices, production costs, import volumes, the extent of injury suffered by the domestic industry, and other relevant economic factors.

The outcome of the review may result in the maintenance, adjustment, or termination of the anti-dumping measures if the investigating authority determines that the conditions justifying their application have changed or no longer exist. This mechanism helps ensure that trade remedy measures are applied to the appropriate products, at the necessary level, and for an appropriate duration, in accordance with Vietnamese law and Vietnam’s commitments under the framework of the World Trade Organization (WTO).

Coated steel is an important input material widely used in construction, mechanical engineering, electronics, household appliance manufacturing, and many other industrial sectors.
