On June 4, 2025, the Trade Remedies Authority of Vietnam (TRAV) organized a public consultation session as part of the ongoing anti-dumping investigation concerning hot-rolled steel products imported from India and China (case code: AD20).
The session was held in accordance with Article 70 of the 2017 Law on Foreign Trade Management and Article 13 of Decree No. 10/2018/NĐ-CP. It served as a platform for stakeholders to present their views, arguments, and provide relevant information related to the case.

The consultation attracted 87 participants representing government bodies, associations, and enterprises, including:

Key Discussion Points
During the consultation, the investigating authority received and recorded all opinions, arguments, and information submitted by stakeholders. These inputs will be comprehensively reviewed and assessed in the process of drafting the final determination.
The Trade Remedies Authority reaffirmed that the investigation will be conducted in a fair, transparent manner, consistent with Vietnamese law and Vietnam’s WTO commitments.
The official minutes of the public consultation have been finalized and circulated to the relevant parties.
Timeline of Proceedings
- July 26, 2024: The Ministry of Industry and Trade (MOIT) issued Decision No. 1985/QĐ-BCT to initiate an anti-dumping investigation on certain hot-rolled steel products originating from India and China.
- February 21, 2025: MOIT issued Decision No. 460/QĐ-BCT imposing provisional anti-dumping duties on the investigated products.
- June 4, 2025: TRAV held a public consultation session to enable stakeholders to exchange information and defend their interests in the course of the investigation.
Next Steps
Based on the comments and information gathered during the consultation, the Trade Remedies Authority will finalize the investigation and submit its conclusions. The Ministry of Industry and Trade will then issue an official decision in accordance with the investigation’s outcome.
