United States Issues Quantity and Value Questionnaire in Anti-Dumping and Countervailing Duty Investigations on Air Compressors from Vietnam

The U.S. Department of Commerce (DOC) has issued a Quantity and Value Questionnaire (Q&V Questionnaire) in the anti-dumping (AD) and countervailing duty (CVD) investigations concerning imports of air compressors from Vietnam, Malaysia, and China.

Previously, on May 21, 2026, the DOC officially initiated AD and CVD investigations into air compressors imported from the three countries mentioned above. Following the initiation, on May 26, 2026, the DOC released the Q&V Questionnaire to collect export data for the purpose of selecting mandatory respondents in the investigations.

Businesses Must Respond by June 9, 2026

According to the DOC’s notice, all companies listed as recipients of the Q&V Questionnaire, companies that exported products covered by the scope of the investigations during the period of investigation, as well as companies seeking eligibility for a separate anti-dumping duty rate, are required to respond to the questionnaire.

The deadline for submitting responses to the Q&V Questionnaire is June 9, 2026.

Timely and complete participation is considered a critical step for companies to safeguard their interests throughout the investigations while providing the DOC with an accurate basis for evaluating each company’s export activities.

Basis for Mandatory Respondent Selection

In accordance with U.S. investigation practice, the DOC will use responses to the Q&V Questionnaire together with U.S. Customs import data to determine the mandatory respondents.

Typically, mandatory respondents are the exporters with the largest export volumes to the U.S. market during the period of investigation. These companies will be subject to a detailed examination and will receive company-specific dumping margins or subsidy rates.

The calculation results for mandatory respondents may have a significant impact on the duty rates applied to both the selected companies and the broader exporting industry concerned.

Recommendations from the Trade Remedies Authority of Vietnam

To protect the legitimate rights and interests of Vietnamese businesses involved in the investigations, the Trade Remedies Authority of Vietnam (TRAV) recommends that affected companies undertake several key actions.

First, companies should proactively register for an ACCESS account on the DOC’s electronic filing system in order to monitor developments in the case and submit documents and information as required by the investigating authority.

In addition, businesses should prepare and submit complete responses to the Q&V Questionnaire, as well as applications for eligibility for a separate anti-dumping duty rate, within the prescribed deadlines.

Furthermore, companies are encouraged to maintain regular communication and information exchanges with TRAV to receive timely support throughout the course of the investigations.
