On July 11, 2022, the Department of Trade Remedies held a public consultation session in the investigation of the application of anti-dumping measures against a number of welding consumables originating from Malaysia, Thailand, and China (AD15 case).
Based on the provisions of Article 70 of the Law on Foreign Trade Management in 2017 and Article 13 of Decree No. 10/2018/ND-CP, the public consultation session in the investigation of the application of anti-dumping measures against some welding consumable products originating from Malaysia, Thailand and China are organized to create opportunities for relevant parties to present their opinions and views as well as provide information related to the case to the Investigation Agency so that the Agency can make a final conclusion with the information and data provided.
The consultation session was held in the form of face-to-face and online with the participation of 31 delegates representing relevant parties in the investigation of the application of anti-dumping measures on some welding products including:
(i) Representative of Malaysia: Ministry of Industry and International Trade of Malaysia; Malaysian Embassy in Vietnam;
(ii) Representative of Thailand: Embassy of the Kingdom of Thailand in Vietnam;
(iii) Domestic manufacturing enterprises;
(iv) Importing enterprises;
(v) Foreign manufacturing and exporting enterprises;
(vi) Other related parties.
The parties involved in the case presented their opinions as well as provided more information from their perspective on the investigation at the consultation.
The investigating agency has listened to and synthesized all comments received to make an assessment in the final investigation conclusion, ensuring compliance with all procedures in accordance with the provisions of Vietnamese law and the WTO.
The Department of Trade Remedies has completed the minutes of public consultation and sent them to relevant parties in the case.
Public consultation session on the investigation of applying anti-dumping measures to some welding consumable products originating from Malaysia, Thailand and China
On March 18, 2021, the Ministry of Industry and Trade issued Decision No. 947/QD-BCT on the investigation and application of anti-dumping measures against some welding consumable products originating from Malaysia, Thailand and China.
On April 12, 2022, the Investigation Agency completed the preliminary investigation and sent an official report to the leaders of the Ministry of Industry and Trade on the conclusion of the preliminary investigation of the AD15 case and the recommendation to apply provisional anti-dumping measures.
On April 15, 2022, the Ministry of Industry and Trade issued Decision No. 706/QD-BCT applying a temporary anti-dumping duty on some welding consumable products originating from Malaysia, Thailand and China.
On July 11, 2022, the Investigation Agency held a public consultation session with related parties in the investigation of the application of anti-dumping measures against some welding consumable products originating from Malaysia, Thailand and China.
Based on information gathered during the investigation, the Vietnam Department of Trade Remedies will finalize and issue the final investigation conclusion of the case. Based on the final investigation conclusion, the Vietnam Ministry of Industry and Trade will issue an official decision on the case.
