On January 14, 2026, based on actual import data, the UK Trade Remedies Authority (TRA) initiated two reviews to assess the potential termination of safeguard measures on certain steel products, including Category 4 (metal-coated sheets), Category 7 (Quarto plates), and Category 12a (commercial alloy steel and light sections).
In addition, for Category 4 (metal-coated sheets), on February 24, 2026, the TRA initiated a separate review concerning developing countries. According to information from the Vietnam Delegation in Geneva, on March 31, 2026, the United Kingdom issued its conclusions on the above-mentioned reviews with the following key points.
Conclusion for Category 12a (commercial alloy steel and light sections)
The TRA determined that domestic production of certain products within this category had ceased during the investigation period. Therefore, the continuation of safeguard measures on these products was no longer appropriate.
Accordingly, the United Kingdom decided to remove HS codes corresponding to products no longer produced domestically from the scope of the safeguard measures and to adjust quotas so that they apply only to products still manufactured domestically. The HS codes excluded from Category 12a include: 7228 30 41 00, 7228 30 20 00, and 7228 60 20 00.
Conclusion for Category 4 (metal-coated sheets) and Category 7 (Quarto plates)
For these two product categories, the TRA found that certain quotas had been fully utilized in the final quarter of the investigation period, while the domestic industry continued to experience injury.
However, the level of quota utilization still allowed importers to meet market demand without incurring out-of-quota duties. On that basis, the United Kingdom decided to maintain the safeguard measures for Category 4 and Category 7.
Conclusion of the review concerning developing countries
Within the framework of the separate review for developing countries, the TRA examined imports of Category 4 products from Turkey. The findings indicated that import volumes exceeded the exemption threshold applicable to developing countries.
As a result, the United Kingdom decided to terminate the exemption from safeguard measures for Turkey and to apply country-specific quotas to these products.
The above adjustments officially took effect from April 1, 2026.
The current safeguard measures of the United Kingdom on the above-mentioned steel product categories will remain in force until June 30, 2026. Steel producers and exporters are advised to proactively monitor policy and regulatory changes in this market to develop appropriate export strategies.
