On August 26, 2026, the Trade Remedies Authority of Vietnam (TRAV) issued Notice No. 127/TB-PVTM on the issuance of the Investigation Questionnaire for foreign producers and exporters in the investigation into the application of anti-dumping measures on certain prestressing steel bar products originating from China, case code AD24.
This is the next step in the investigation initiated by the Ministry of Industry and Trade (MOIT) under Decision No. 1903/QD-BCT dated July 27, 2026. Foreign producers and exporters falling within the scope of the case should pay particular attention to the deadline for responding to the Investigation Questionnaire to safeguard their lawful rights and interests throughout the investigation process.
The AD24 Investigation Was Initiated in July 2026
On July 27, 2026, the Ministry of Industry and Trade issued Decision No. 1903/QD-BCT initiating an investigation into the application of anti-dumping measures on certain prestressing steel bar products originating from China.
Prestressing steel bars are steel products used in construction projects and prestressed concrete structures. The anti-dumping investigation is being conducted to determine whether the products imported from China are being sold in Vietnam at prices lower than their normal value, while also assessing the impact of the investigated products on the domestic manufacturing industry.
Following the initiation of the investigation, the Trade Remedies Authority of Vietnam carried out the process of selecting foreign producers and exporters for sampling to ensure that the investigation could be conducted on the basis of representative information and in accordance with applicable regulations.
On July 31, 2026, the investigating authority issued Notice No. 107/TB-PVTM regarding the issuance of the Sampling Questionnaire. Subsequently, on August 24, 2026, the investigating authority issued Notice No. 122/TB-PVTM regarding the selection of foreign producers and exporters for the investigation sample.
Foreign Producers and Exporters Must Respond to the Investigation Questionnaire
Following completion of the sampling process, the investigating authority sent the Investigation Questionnaire to the selected companies.
The Investigation Questionnaire is intended to collect information necessary to determine issues relating to alleged dumping, including information on the company, products, production and export activities, selling prices, costs, markets, and other relevant data.
According to Notice No. 127/TB-PVTM, the deadline for foreign producers and exporters to submit their responses to the Investigation Questionnaire is October 2, 2026, Hanoi time.
Companies should carefully review the instructions in the Investigation Questionnaire, prepare the required information and supporting documents, and ensure that their submissions comply with the prescribed format and deadline.
Non-Cooperation May Affect the Investigation Results
The investigating authority has requested all foreign producers and exporters listed in Notice No. 122/TB-PVTM to participate in and fully cooperate throughout the investigation process.
If a company fails to respond by the deadline, fails to provide sufficient information, or provides inaccurate information as requested, the investigating authority may use facts available to reach its conclusions pursuant to Article 75 of the Law on Foreign Trade Management.
This is particularly important for foreign companies, as the investigation results may directly affect the determination of the anti-dumping duty rates applicable to products exported to Vietnam.
In addition, the information and data provided by companies during the investigation will be processed and kept confidential in accordance with trade remedy regulations. The parties concerned may access case-related information in accordance with the applicable rules on confidentiality and disclosure of information during the investigation.
Companies Should Proactively Prepare Their Submissions
To mitigate risks during the investigation, selected foreign producers and exporters should promptly review their data systems, accounting records, production information, and export transaction records relating to the investigated products.
Companies should also ensure consistency between the figures provided in the Investigation Questionnaire and the accompanying supporting documents. Where certain information cannot be provided as requested, companies should clearly explain the reasons and follow the guidance of the investigating authority.
Full and timely cooperation not only helps companies protect their rights and interests in the AD24 investigation but also provides a basis for the investigating authority to accurately assess production, export activities, and other factors relevant to the dumping allegations.
Foreign producers and exporters falling within the scope of the case should pay particular attention to the October 2, 2026 deadline for completing and submitting the Investigation Questionnaire in accordance with the requirements.
