On September 24, 2021, the Ministry of Industry and Trade issued Decision No. 2201/QD-BCT on the first review of the application of anti-dumping measures to a number of plastic products and plastic products made from polymers from propylene originating in the People’s Republic of China, Kingdom of Thailand and Malaysia (Case code: AR01.AD07).
On March 30, 2017, the Minister of Industry and Trade issued a Decision on the application of official anti-dumping measures to imported galvanized steel products.
On October 21, 2019, the Ministry of Industry and Trade issued another decision on the final review of anti-dumping measures against a number of cold-rolled stainless steel products from China, Malaysia, Indonesia, and Taiwan (China).
On October 24, 2019, anti-dumping measures were applied to a number of rolled, painted, and varnished alloy and non-alloy steel products imported into Vietnam originating from China and South Korea.
Applying anti-dumping measures to some BOPP film products
On July 20, 2020, anti-dumping measures were applied to a number of plastic products and plastic products made from polymers and propylene (also known as biaxially oriented polypropylene – BOPP) imported to Vietnam from China, Thailand, and Malaysia.
Accordingly, the official anti-dumping duty rate from 9.05% to 23.71% will be levied on BOPP film which is widely used in the food packaging industry. These anti-dumping duties are basically lower than the preliminary duty rates previously applied because the Vietnamese authorities have considered the interests of producers, consumers, and downstream industries using BOPP film products.
The decision also excludes some BOPP film products from the scope of application of anti-dumping measures because Vietnamese enterprises have not yet been able to produce them.
On September 9, 2020, the competent authority said it had received an application for an exemption from anti-dumping measures.
On September 24, 2021, the Ministry of Industry and Trade issued Decision No. 2201/QD-BCT on the first review of the application of anti-dumping measures to several plastic products and plastic products made from polymers from propylene originating in the People’s Republic of China, Kingdom of Thailand and Malaysia.
In order to ensure that the investigation is conducted in a comprehensive and objective manner, taking into account the information provided by the stakeholders, the Ministry of Industry and Trade has issued Decision No. 416/QD-BCT on the extension of the time limit for the first review of the application of anti-dumping measures to several BOPP film products originating from Malaysia, the Kingdom of Thailand, and the People’s Republic of China for 3 more months.
Accordingly, the deadline for the final review of the case is June 24, 2022.
