On October 16, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 3013/QD-BCT on the initiation of the final review of anti-dumping measures imposed on polyester staple yarn originating from India, Indonesia, Malaysia, and China (case code ER01.AD10).
After four years of applying the anti-dumping measures, the review is conducted in accordance with the rules of the World Trade Organization (WTO) and Vietnam’s domestic legislation. The purpose of the review is to assess the necessity, reasonableness, and socio-economic impact of maintaining or terminating the measures, thereby determining whether the removal of the measures may lead to the recurrence of dumping and cause material injury to the domestic industry.
Review process
Following the initiation, the Trade Remedies Authority of Vietnam (TRAV) — the investigating authority — will distribute questionnaires to relevant stakeholders to collect information for assessing the following key issues:
• The likelihood of continuation or recurrence of dumping if the measures are removed;
• The likelihood of continuation or recurrence of material injury or threat thereof to the domestic industry;
• The socio-economic impact of maintaining or terminating the trade remedy measures.
After collecting, verifying, and analyzing the information provided by the parties concerned, the investigating authority will issue the final review conclusion based on an objective and comprehensive assessment.
Recommendations for stakeholders
The TRAV recommends that organizations and individuals involved in import, export, production, distribution, trading, or use of the relevant goods proactively register as interested parties to safeguard their legitimate rights and interests.
Registration shall be made using the Interested Party Registration Form (Annex I) issued together with Circular No. 26/2025/TT-BCT, submitted directly through the TRAV Online System at https://online.trav.gov.vn within 60 working days from the effective date of the Decision. Submissions may also be made via post or email.
