On October 17, 2025, the Trade Remedies Authority of Vietnam (TRAV) — under the Ministry of Industry and Trade — received information from the Vietnam Trade Office in Thailand that the Department of Foreign Trade (DFT) of Thailand had issued its final determination in the anti-dumping investigation concerning cold-rolled stainless steel products originating in or imported from Vietnam.
According to the final determination, DFT decided to impose anti-dumping duties ranging from 9.95% to 29.8% (based on CIF value) on the products in question to prevent material injury to Thailand’s domestic steel industry.
The anti-dumping measures will not apply to products imported for production intended for re-export, as prescribed under the Industrial Estate Authority of Thailand Act, the Investment Promotion Act, and the Customs Act. The anti-dumping duties will be effective for a period of five (05) years, starting from October 11, 2025. Details of the final determination are provided in the attached document available here.
Case information
The investigation was initiated in October 2024 following a petition filed by Posco-Thainox Public Company Limited — the complainant in the case.
Product under investigation: Cold-rolled stainless steel in coils, sheets, and strips with a thickness ranging from 0.3 mm to 3 mm and a width not exceeding 1,320 mm, classified under 33 HS codes, including:

Investigation period: From July 1, 2023, to June 30, 2024.
Pre-initiation period: From July 1, 2022, to June 30, 2023.
Right of appeal and recommendations
Under Thai law, any party that disagrees with the final decision of the Anti-Dumping and Countervailing Committee has the right to appeal to the Intellectual Property and International Trade Court within 30 days from the date of receiving the decision.
The TRAV recommends that Vietnamese enterprises involved carefully review the final determination to consider the possibility of appeal if necessary, and adjust their production and export strategies accordingly to mitigate trade risks during the application of the anti-dumping measures.
