Vietnam Issues Sampling Questionnaire for Chinese Producers and Exporters of Prestressing Steel Bars

On 27 July 2026, the Ministry of Industry and Trade issued Decision No. 1903/QĐ-BCT initiating an antidumping investigation into certain prestressing steel bar products originating from China. The case is designated as AD24.

As part of the investigation, the Trade Remedies Authority of Vietnam—the investigating authority—issued a sampling questionnaire for relevant foreign producers and exporters. The product scope, contents, and investigation period are specified in Decision No. 1903/QĐ-BCT and its accompanying notice.

Sampling Questionnaire for Foreign Enterprises

Pursuant to Article 39 of Decree No. 86/2025/NĐ-CP dated 11 April 2025, detailing certain provisions of the Law on Foreign Trade Management regarding trade remedy measures, the Trade Remedies Authority of Vietnam issued a sampling questionnaire to foreign producers and exporters.

Responses to the questionnaire will enable the investigating authority to collect information on production and export activities and identify the enterprises to be selected as mandatory respondents in Case AD24.

Relevant Chinese producers and exporters should carefully review the questions, prepare complete information, and closely coordinate with importers or other interested parties in Vietnam.

Deadline and Method for Submitting Responses

Questionnaire responses must include two versions:

  • A confidential version; and
  • A limited-circulation version.

Both versions must be prepared electronically and submitted through the TRAV ONLINE system.

The investigating authority will only consider responses received no later than 17 August 2026, Hanoi time. Enterprises should complete their submissions before this deadline and retain evidence confirming that the system has successfully received their documents.

Duty of Foreign Producers and Exporters to Cooperate

To best protect their rights and interests, the investigating authority recommends that all relevant foreign producers and exporters cooperate fully throughout the investigation.

The investigating authority is entitled to request expert assessments, examine and verify the accuracy of information and documents provided by interested parties, and collect any additional information necessary to resolve the case.

Verification may include on-site investigations at the premises and manufacturing facilities of foreign producers and exporters. Accordingly, the information provided in questionnaire responses must be accurate, consistent with the enterprises’ accounting systems, and verifiable against original supporting documents.

Consequences of Non-Cooperation or Incomplete Responses

If the investigating authority does not receive a response by the prescribed deadline, or if the information provided is inaccurate, incomplete, or otherwise fails to satisfy the applicable requirements, the enterprise may be considered a non-cooperating interested party in the trade remedy investigation.

In such circumstances, the investigating authority may use facts available to make its determination concerning the enterprise. A determination based on facts available may be less favourable than one made when an enterprise cooperates and provides all requested information.

Chinese producers and exporters should therefore proactively participate from the sampling stage rather than waiting until they are selected to respond to the official investigation questionnaire.

Confidentiality Requirements

Information and data submitted in response to the questionnaire, as well as interested parties’ access to the case file, will be handled in accordance with the confidentiality requirements under Article 75 of the Law on Foreign Trade Management and its implementing regulations.

Enterprises must clearly identify confidential information, provide an appropriate explanation, and prepare a limited-circulation version in accordance with the applicable requirements. Merely designating information as confidential without providing an adequate explanation or a non-confidential summary may result in the investigating authority rejecting the confidentiality request.

Interested parties are advised to carefully review the instructions and requirements in the sampling questionnaire, prepare complete responses, and submit them through the TRAV ONLINE system before 17 August 2026.
