The Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade has announced an extension of the deadline for domestic producers and importers to submit responses to the questionnaire in the expiry review of the anti-dumping measure imposed on certain H-shaped steel products originating in China. The review is conducted under Case No. ER02.AD03.
Previously, on 19 June 2026, the Minister of Industry and Trade issued Decision No. 1454/QD-BCT and its accompanying notice to initiate the expiry review of the anti-dumping measure.
Issuance of the Expiry Review Questionnaire
On 6 July 2026, the Trade Remedies Authority of Vietnam issued Notice No. 98/TB-PVTM together with the questionnaire for domestic producers and importers involved in Case No. ER02.AD03.
Under the original schedule, interested parties were required to submit their questionnaire responses by 13 August 2026.
Response Deadline Extended to 13 September 2026
Following an extension request from a domestic producer, the investigating authority agreed to extend the deadline for all relevant domestic producers and importers to submit their questionnaire responses.
The new deadline for submission is 13 September 2026, Hanoi time.
All matters outside the scope of the extension remain subject to the instructions in the questionnaire issued together with Notice No. 98/TB-PVTM dated 6 July 2026.
Consequences of Failing to Submit Information by the Deadline
If interested parties fail to submit their responses or provide all requested information by the extended deadline, the investigating authority may use the facts available to reach its conclusions in accordance with Vietnam’s trade remedy regulations.
The use of facts available may affect the assessment of the domestic industry’s condition, import activities and whether the anti-dumping measure should be continued or terminated.
Recommendations for Relevant Companies
Domestic producers and importers involved in Case No. ER02.AD03 should:
- Carefully review the questionnaire and the instructions accompanying Notice No. 98/TB-PVTM;
- Fully identify the scope of the required information and the applicable data-reporting period;
- Prepare the requested data on production, sales, imports, inventories, costs and injury;
- Verify the accuracy, completeness and consistency of their responses and supporting documents;
- Comply with confidentiality requirements and provide a public version as required; and
- Submit their responses by 13 September 2026, Hanoi time.
Companies should use the additional time to complete their submissions and ensure that all information is provided fully and on time to protect their legitimate rights and interests during the expiry review.
