On August 15, 2022, the Ministry of Industry and Trade of Vietnam issued Decision No. 1624/QD-BCT on the application of the official anti-dumping duty on some welding consumable products originating from Malaysia, Thailand, and China.
The case of the anti-dumping investigation for some welding consumable products originating from Malaysia, Thailand, and China has been initiated by the Vietnam Ministry of Industry and Trade in March 2021 after the Ministry received the investigation application of domestic manufacturing industries in May 2020.
Based on the provisions of the Law on Foreign Trade Management, the WTO Anti-Dumping Agreement, and other relevant anti-dumping regulations, the Vietnam Ministry of Industry and Trade has investigated the case with cooperation and coordination together with relevant units, departments to assess the impact of dumping acts on Vietnamese enterprises producing welding materials subject to investigation.
Accordingly, the Ministry of Industry and Trade of Vietnam has issued the final investigation results showing that throughout the investigation period, the amount of investigated goods imported from Malaysia, Thailand, and China has increased both in absolute and relative terms to the total domestic consumption and production volume of the domestic industry.
According to the final conclusion, this is the main cause of significant damage to the domestic manufacturing industry.
Currently, the production capacity in Vietnam for stainless steel welding rods and welding wire is 6 thousand tons and 66 thousand tons, respectively. This impressive number is the result of the efforts of manufacturing enterprises and the policy to encourage and support the development of the welding materials industry by the Government of Vietnam issued under Resolution 115/NQ-CP dated August 6th, 2020 on solutions to promote the development of supporting industries.
Application of official anti-dumping duty on some welding consumable products originating from Malaysia, Thailand, and China
According to Decision 1624, welding consumable products subject to anti-dumping duty have HS codes 7217.10.10, 7217.3019, 7217.90.10, 7229.0.00, 7229.90.20, 7229.90.99, 8311.10.10, 8311.10.90, 8311.30.91, 8311.30.99, 8311.90.00 originating from Malaysia, Thailand and China.
Decision 1624 takes effect from August 20, 2022.
The official anti-dumping duty rate applied to the three countries mentioned above ranges from 0% to 36.56%.
