On August 14, 2025, the Ministry of Industry and Trade issued Decision No. 2310/QD-BCT on the application of official anti-dumping (AD) measures against certain coated steel products imported from the People’s Republic of China (China) and the Republic of Korea (South Korea).
According to the decision, the official AD duties are as follows:
• Up to 37.13% on coated steel originating from China.
• Up to 15.67% on coated steel originating from South Korea.
Investigation and assessment process
Previously, the Ministry of Industry and Trade had imposed provisional AD measures and conducted on-site verifications at manufacturing and exporting companies in China and South Korea. The investigation was carried out in accordance with the Law on Foreign Trade Management to accurately determine the level of dumping and its impact on the Vietnamese market.
At the same time, the Ministry worked with relevant agencies to assess dual impacts:
• On the domestic steel industry – which faced direct competitive pressure from low-priced imports.
• On downstream businesses – those using coated steel as input materials, potentially affected by higher input costs.
Final determination
The investigating authority concluded that:
- Dumping practices existed with respect to coated steel imports from China and South Korea.
- The domestic steel industry suffered significant injury from these imports.
- A causal link was established between low-priced coated steel imports from the two countries and the injury to Vietnam’s steel industry.
Based on these findings, the Ministry of Industry and Trade decided to officially impose AD measures on certain coated steel products originating from China and South Korea.
Review and adjustment mechanism
The AD duty rates may be reviewed and adjusted during implementation if valid requests are submitted by relevant parties. This ensures that the measures are applied to the right products, at appropriate levels, and within a reasonable timeframe, while balancing the interests of domestic producers, consumers, and downstream businesses using coated steel as inputs.
