On December 24, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 3453/QĐ-BCT to impose anti-dumping measures for five years on certain Chinese wind turbine towers.
Wind turbine towers are an essential component of wind power generation systems. With a sturdy cylindrical structure, often made from high-quality steel or alloys, these towers serve to connect the base with the turbine housing and blades. This component must withstand the full weight and forces during the operation of the generator, including the impact of strong winds and the continuous rotation of the turbine.
Wind turbine towers not only play a supportive structural role but also significantly affect the performance of the system. The height of the tower is typically designed based on the terrain conditions and wind characteristics of the area. Taller towers allow for better utilization of more stable winds at higher altitudes, improving electricity generation efficiency. The value of the wind turbine tower accounts for approximately 5-7% of the total cost of producing a complete wind power system, highlighting its importance in the value chain.
According to reports from the Trade Defense Department, a Vietnamese wind turbine tower manufacturer, a member of a leading global manufacturing group, currently holds 15% of the total global wind power capacity. This company is recognized for its superior production capabilities and quality within the group’s network. Wind turbine towers produced in Vietnam have been exported to major markets, including the United States, Canada, the United Kingdom, Germany, the Netherlands, Sweden, Australia, Japan, and South Korea.
However, the domestic industry is facing significant challenges from the dumping of imported wind turbine towers from China. Investigation data indicate a sharp decline in production, revenue, market share, and profits within the domestic industry during the survey period. This has not only affected the development of the sector but also reduced employment opportunities for local workers.
To restore healthy competition, the Ministry of Industry and Trade of Vietnam has issued a decision to apply anti-dumping measures on wind turbine towers imported from China. However, one Chinese company is exempted due to the absence of dumping practices during the investigation period. This decision will take effect 15 days after signing and does not apply to products from other countries or territories.
This decision is not just a short-term solution but also contributes to protecting domestic production capacity and promoting the sustainable development of the wind power industry in Vietnam.
