On August 15, 2026, the United States officially implemented global safeguard measures on Quartz Surface Products under safeguard investigation Case No. TA-201-79. The measures will remain in effect for four years and directly affect exports of quartz surface products from Vietnam to the U.S. market.
The United States Applies a Tariff-Rate Quota on Quartz Surface Products
The safeguard measures are applied in the form of a tariff-rate quota (TRQ) to quartz surface products classified under HS codes 6810.99.0020, 6810.99.0040, and 7020.00.6000.
Within the quota, the safeguard tariff rate is 25% in the first year, decreasing to 23% in the second year, 21% in the third year, and 19% in the fourth year. For imports exceeding the quota, the tariff rate is 50% in the first year, followed by 49%, 48%, and 47% in the subsequent years.
The measures took effect at 12:00 noon on August 15, 2026, Eastern Time in the United States, equivalent to 11:00 p.m. on August 15, 2026, Vietnam time.
Vietnam Among the Countries Affected by the Safeguard Measures
According to data from the U.S. International Trade Commission (USITC), during the first nine months of 2025, the United States imported approximately 29.766 million square feet of quartz surface products from Vietnam, valued at approximately USD 258.052 million, accounting for 17.9% of total import volume and 21.2% of the total import value of these products into the United States.
Given its significant export share, Vietnam is not included among the developing countries exempted from the safeguard measures. Therefore, Vietnamese enterprises exporting quartz surface products to the United States will need to take into account the new safeguard tariffs and quota mechanism when planning production, pricing, and exports.
Quartz Surface Products Manufacturing in Vietnam
Vietnam has developed a quartz surface products manufacturing industry serving both the domestic and export markets. Many Vietnamese enterprises have invested in production and processing lines for engineered stone and quartz surface products with an export-oriented strategy, with the United States being an important market.
