According to information from the Vietnam Trade Office in the United Kingdom, on 14 January 2026, the UK Trade Remedies Authority (TRA) issued a notice initiating a review of tariff rate quotas (TRQs) applicable to certain steel products currently subject to safeguard measures. This review covers products under Category 4 (metallic coated sheet) and Category 7 (quarto plate). Under the current schedule, the safeguard measures on these steel products are due to expire in June 2026.
The scope of the TRA’s review focuses on two specific product categories. For Category 4 (metallic coated sheet), the commodity codes proposed for possible exclusion from the safeguard measure include certain codes under HS headings 7210.61 and 7210.69. For Category 7 (non-alloy and other alloy quarto plates), the commodity codes proposed for possible exclusion include certain codes under HS headings 7208.51 and 7208.52.
The objective of this review is to assess whether specific commodity codes should be excluded from the scope of the existing safeguard measure applicable to the above-mentioned product categories.
The investigation period for the review is defined as from 1 October 2024 to 30 September 2025. During this period, the TRA will collect and analyze relevant information as the basis for considering adjustments to the scope of the tariff rate quotas.
Interested parties, including producers, exporters, importers, and the governments of concerned countries, wishing to participate in the review process must register their participation by 25 January 2026. Registration and submission of comments must be made via the Trade Remedies Service administered by the TRA.
The Trade Remedies Authority of Vietnam recommends that the Vietnam Steel Association, together with relevant manufacturing and exporting enterprises—particularly those producing and exporting metallic coated sheet and steel plates—proactively review the HS codes of their exported products to determine whether they correspond to the codes proposed for possible exclusion from the safeguard measure. Where legitimate interests are involved, enterprises should register to participate within the prescribed deadline in order to protect their lawful rights and interests during the review process.
