On 14 January 2025, the Ministry of Industry and Trade issued Decision No. 143/QD-BCT on the imposition of official anti-dumping measures on prestressed steel wire strand products originating from Malaysia, Thailand, and China. These measures were applied to protect the domestic manufacturing industry from the effects of dumped imports.
Pursuant to Clause 1, Article 51 of Decree No. 86/2025/ND-CP dated 11 April 2025 of the Government, which provides detailed regulations on certain articles of the Law on Foreign Trade Management regarding trade remedy measures, within the first four years from the effective date of a decision imposing or extending official anti-dumping or countervailing measures, interested parties have the right to submit requests for annual periodic reviews.
On this basis, the Trade Remedies Authority of Vietnam received a review request dossier from a manufacturing enterprise in China seeking a review of the application of the anti-dumping measure to that enterprise.
After examining the review request dossier and confirming its compliance with the applicable legal regulations, on 21 January 2026, the Ministry of Industry and Trade issued Decision No. 150/QD-BCT to conduct the first review of the anti-dumping measure applied to certain prestressed steel wire strand products originating from Malaysia, Thailand, and China, under case number AR01.AD17.
In order to ensure the lawful rights and interests of all organizations and individuals concerned, the Trade Remedies Authority of Vietnam recommends that interested parties register their participation in the case in accordance with the regulations.
Accordingly, organizations and individuals are required to submit an Application for Registration as an Interested Party in the prescribed form and send it to the investigating authority via the online Trade Remedy Case Management System (TRAV ONLINE) at https://online.trav.gov.vn within sixty (60) working days from the effective date of the Decision issued together with the Notice. In addition to online submission, the registration application may also be sent to the investigating authority by post or by email.
The final deadline for organizations and individuals to register as interested parties is 22 April 2026.
Relevant documents, including Decision No. 150/QD-BCT, the Application Form for Registration as an Interested Party, and the User Guide for the TRAV ONLINE system, are provided in accordance with the regulations for reference and implementation by interested parties.
