On 19 January 2026, the Ministry of Industry and Trade issued Decision No. 121/QD-BCT on the imposition of official anti-dumping duties on certain wood fiberboard products originating from the Kingdom of Thailand and the People’s Republic of China. Pursuant to this Decision, the competent state authority is receiving applications for exemption from the official anti-dumping duty for products falling within the scope of application of the measure in Case AD21.
The wood fiberboard products currently subject to the official anti-dumping duty include fiberboard manufactured from wood or from other materials containing wood components, whether or not bonded with glue or other organic binding substances, originating from Thailand and China. These products are presently classified under HS codes 4411.12.00, 4411.13.00, 4411.14.00, 4411.92.00, 4411.93.00, and 4411.94.00.
Pursuant to Clause 2, Article 12 of Circular No. 26/2025/TT-BCT dated 15 May 2025 of the Minister of Industry and Trade, imported goods currently subject to trade remedy measures may be considered for exemption in certain circumstances.
Specifically, exemptions may be considered where the goods are included in the exemption list under the decision imposing the trade remedy measure or review decisions; where the domestic industry is unable to produce equivalent goods; where the goods have distinct characteristics that cannot be substituted by domestically produced products; where the goods are specialized products of like or directly competitive domestically produced goods; where like or directly competitive domestically produced goods are not supplied on the market under normal conditions or where force majeure events result in supply shortages; or where the imported goods are used for research and development purposes or other non-commercial purposes within the total exemption volume prescribed.
Pursuant to Clause 1, Article 17 of Circular No. 26/2025/TT-BCT, the Trade Remedies Authority of Vietnam hereby notifies enterprises with demand to consider submitting applications for exemption from the official anti-dumping duty in Case AD21. Applications for exemption must include all documents as prescribed in Article 16 and Appendix II issued together with Circular No. 26/2025/TT-BCT.
In accordance with Article 18 and Clause 3, Article 17 of Circular No. 26/2025/TT-BCT, enterprises are requested to submit exemption applications via the Ministry of Industry and Trade’s National Online Public Service Portal or directly to the Trade Remedies Authority of Vietnam in accordance with the regulations.
