The General Department of Trade – The Ministry of Industry and Trade of Morocco has initiated an anti-dumping investigation on bicycles, velocipedes, motorcycles, and scooter tires from Vietnam.
Products investigated in the case of anti-dumping investigation for bicycles, velocipedes, motorcycles, and scooter tires from Vietnam have HS codes 4013.200.00; 4013.90.00.10 and 4013.90.00.20.
According to information from the ITC Trade map, the export turnover of bicycles, velocipedes, motorcycles, and scooter tires under investigation from Vietnam to Morocco reached 150,000 USD in 2019.
In 2020, the export volume of these items to the Moroccan market decreased by half to 74,000 USD. However, by 2021, the export turnover increased to 636 thousand USD, more than 4 times higher than 2019 and about 8.5 times the export turnover in 2020.
Morocco conducts anti-dumping investigation on bicycles, velocipedes, motorcycles, and scooter tires from Vietnam
By the end of 2021, according to WTO data, Morocco has conducted 17 anti-dumping investigations and 12 global safeguard cases against imports into this country. It is known that this is the first time that Vietnam is subject to an anti-dumping investigation by Morocco.
Thereby, in order to ensure the interests of the parties involved and to serve the anti-dumping investigation process, the Directorate General of Trade of Morocco has attached the investigation questionnaire to Vietnamese manufacturing/exporting enterprises.
According to official Moroccan information, related parties will have until 4:00 p.m. on Tuesday, November 22, 2022 to submit responses to the questionnaire. It should be noted that the answer to the questionnaire should be submitted in two complete copies, one containing confidential information and one public version containing no confidential information.
The language of the answer will be French or Arabic, certified for accuracy.
Non-cooperation or inadequate cooperation in the investigation process may lead to the General Department of Commerce – Ministry of Industry and Trade of Morocco using available evidence (usually unfavorable) to calculate the margin of dumping for the suspected goods, leading to high anti-dumping duties.
Thereby, relevant parties should fully cooperate with requests from Morocco and also from the Vietnam Department of Trade Remedies to resolve the case and receive a reasonable anti-dumping duty or more favorably, not be subject to anti-dumping duty because the imposition of anti-dumping duty will reduce competitive advantage, increase the risk of losing market share of the investigated product in the Moroccan market.
