On April 2, 2024, India’s Directorate General of Trade Remedies (DGTR) announced the initiation of an countervailing investigation concerning textured tempered coated and uncoated glass products from Vietnam. Attached to the initiation notice is the Countervailing Investigation Questionnaire regarding textured tempered coated and uncoated glass products originating from or imported from Vietnam and China.
Under the Customs Tariff Act of 1975, India’s Directorate General of Trade Remedies formally initiated the countervailing investigation concerning textured tempered coated and uncoated glass products from Vietnam starting from April 2, 2024.
Some notable deadlines include:
- Countervailing investigation period: from January 1, 2023, to December 31, 2023;
- Injury investigation period: from April 1, 2020, to December 31, 2023;
- Deadline for submitting confidentiality requests: 7 days from the notification date;
- Deadline for submitting opinions on the scope of the investigated product (PUC) and product control number (PCN): 10 days from the notification date;
- Deadline for submitting the Response Questionnaire: 30 days from the publication date of PCN on the DGTR website.
As per available records, recipients of this notice (from DGTR or from the Vietnam Trade Remedies Authority) will be exporters/ manufacturers of the investigated goods. Therefore, businesses can choose to participate in the investigation to protect their interests and assist the competent authorities in reaching fair and beneficial decisions for the businesses by providing complete and timely responses to the Investigation Questionnaire.
The purpose of the Questionnaire is to collect necessary information to complete the anti-dumping/countervailing investigation. Businesses need to provide clear and accurate answers, specifying the sources of information used and attaching supporting documents when necessary. Any worksheets or documents used to answer this questionnaire that are not attached for any reason will be noted by the company and made available for further verification.
Responses in the Response Questionnaire must be written in English, and all additional information or other documents provided must also be in English or accompanied by an English translation and must be certified by the company’s CEO as accurate, complete, and presented truthfully, with a fair view of financial factors and other data to the best of their knowledge.
Exporters must also provide information about related companies in India along with information on sales volumes in the domestic or third-country markets, if any. All financial information must be expressed in the domestic currency. The applicable exchange rate from the domestic currency to the US dollar for the relevant period must be provided in each report.
