In March 2024, the United States International Trade Commission (USITC) issued a questionnaire for a global safeguard investigation into Fine Denier Polyester Staple Fiber products with HS code 5503.20.0025.
On February 28, 2024, U.S. polyester staple fiber manufacturers, including Fiber Industries LLC d/b/a Darling Fibers; Nan Ya Plastics Corp, America; and Sun Fiber LLC, submitted a request to initiate a global safeguard investigation into polyester staple fiber products.
The petitioners allege that imports of polyester staple fiber from various countries into the U.S. market have increased significantly compared to domestic production and consumption, causing serious harm and affecting the domestic manufacturing industry.
According to USITC data, from 2021 to 2023, the export value of the investigated product from Vietnam to the United States was approximately $5.9 million. In 2023 alone, the export value of the investigated product from Vietnam was $5.2 million, ranking 8th among exporting countries to the U.S. and accounting for 3% of total U.S. import market share.
On March 8, 2024, the USITC issued a notice to initiate a global safeguard investigation into Fine Denier Polyester Staple Fiber products with HS code 5503.20.0025.
In 2017, polyester staple fiber products were subject to anti-dumping investigations by the United States involving South Korea, India, China, Taiwan, and Vietnam; countervailing duty investigations involving China and India; however, Vietnam was subsequently excluded from the scope of investigation upon petitioner’s request.
The USITC issues a questionnaire to manufacturers/exporters of polyester staple fiber products to the United States to determine whether imports of the investigated product cause serious harm to the domestic manufacturing industry of the United States. The deadline for interested parties to respond to the questionnaire is April 17, 2024.

The USITC is expected to issue its injury determination on July 9, 2024, and will report to the President for consideration and decision within 180 days from the date of petition submission, expected by August 26, 2024.
