On April 9, 2024, the Anti-dumping and Countervailing Investigation Bureau of Vietnam’s Trade Remedies Authority officially issued a notice requesting steel companies to submit additional information related to the anti-dumping investigation on Chinese hot-rolled coil to establish grounds for initiating the investigation.
On March 19, 2024, the Trade Remedies Authority received a request for investigation applying anti-dumping measures to hot-rolled coil (HRC) products originating from China and India from some steel manufacturing companies in Vietnam.
After reviewing the investigation request files from domestic manufacturing companies, the investigating agency found that the files were incomplete, lacking many documents, not comprehensive, or requiring more detailed clarification.
Therefore, based on the provisions of Articles 28 and 30 of Decree No. 10/2018/ND-CP, Vietnam’s Trade Remedies Authority requested companies to continue to complete and supplement the files to clarify the relevant contents, information regarding allegations of the dumping behavior of imported goods, damage to domestic manufacturing industries, and the causal relationship between dumping behavior and damage to domestic manufacturing industries as prescribed.
In addition, the Trade Remedies Authority, Ministry of Industry and Trade, also noted that it had received information that some Vietnamese companies producing products related to hot-rolled coil objected to the request to initiate anti-dumping investigations on hot-rolled coil products from China and India.
Currently, the Ministry of Industry and Trade has not made an official comment on the matter until there are complete and supplemented files submitted by the companies requesting the initiation of the investigation. In cases where companies continue to submit files that need to be supplemented and completed, the Trade Remedies Authority will continue to request companies to complete the files.
When the files are complete and valid, the Trade Remedies Authority will issue an accurate notice of receiving valid files, and that date will be counted as the basis for the next steps. Specifically, from the date of receiving complete and valid files, the Trade Remedies Authority will have 45 days to examine the details of the file content regarding allegations related to dumping behavior, damage to domestic manufacturing industries, and the causal relationship to decide whether to initiate the investigation or not.
During the examination process, the Trade Remedies Authority will carefully and objectively review and evaluate the information in accordance with legal regulations.
