On June 10, 2022, the Investigation Agency – Department of Trade Remedies held a public consultation session on the investigation of the application of anti-dumping measures against a number of welding consumable products in Vietnam originating from Malaysia, Thailand, and China.
On April 15, 2022, the Vietnam Ministry of Industry and Trade issued Decision No. 706/QD-BCT on the imposition of a temporary anti-dumping duty on some welding consumable products originating from China, Thailand, and Malaysia (case code: AD15).
Goods subject to temporary anti-dumping duty include 308 drug-coated stainless steel welding rods with HS codes 8311.10.90, 8311.30.99, 8311.90.00, and non-cored solid steel welding wires with HS code 7217.10.10. 7217.30.19, 7229.20.00, 7229.90.20, 7229.90.99, 8311.10.10, 8311.10.90, 8311.30.91, 8311.30.99, 8311.90.00.
According to the official conclusion of the Vietnam Ministry of Industry and Trade, during the investigation period, the amount of investigated goods imported from Malaysia, Thailand, and China increased both in absolute and relative to the total domestic consumption and production volume of the domestic manufacturing industry. This is the main reason that causes significant damage to the domestic manufacturing industry.
Accordingly, based on Circular 37, the Vietnam Department of Trade Remedies has issued a notice so that businesses involved in the case and meeting the required conditions can submit a dossier of requests for exemption from the application of temporary anti-dumping measures.
Public consultation on the investigation of the application of anti-dumping measures on some welding consumable products in Vietnam
In order to support Vietnamese manufacturing and exporting enterprises, based on Article 70 of the Law on Foreign Trade Management in 2017 and Article 13 of Decree No. 10/2018/ND-CP detailing a number of articles of the Law on Foreign Trade Management regarding trade remedy measures, the Investigation Agency will hold a public consultation session in the investigation of the application of anti-dumping measures to a number of welding consumable products.
The consultation session will take place on Monday, July 11, 2022 (Hanoi time) from 9 am to 12 pm at Meeting Room 101-25 Ngo Quyen, Hoan Kiem, Hanoi.
The consultation session will be held both in physical and online form considering the complicated situation of the Covid-19 epidemic in Hanoi in particular and Vietnam in general.
Stakeholders who want to participate in the consultation session need to submit their registration before 5:00 p.m. on July 4, 2022 (Hanoi time). The consultation content should also be sent before the above deadline so that the Investigation Agency and the Department of Trade Remedies can hold a consultation session with full content and be able to answer questions of the stakeholders in detail.
The consultation contents as well as the official language used in the consultation session will be Vietnamese. Stakeholders participating in the consultation session have the right to use other languages but a Vietnamese translation should also be provided.
Stakeholders should be solely responsible for the truthfulness and accuracy of the contents of the consultation session.
The Investigation Agency requests stakeholders to register to participate in the consultation session to send the registration form (attached) in writing or by email, within the time limit specified in this Notice to the Department of Trade Remedies at 23 Ngo Quyen, Hoan Kiem district, Hanoi.
