Canada initiates a sunset review of anti-dumping duties on Oil Country Tubular Goods (OCTG) originating from Vietnam

On 2 December 2025, Vietnam received information from the Vietnam Trade Office in Canada that the Canadian International Trade Tribunal (CITT) had issued a notice initiating a sunset review (expiry review) of the anti-dumping duty order applied to imports of Oil Country Tubular Goods (OCTG) from several countries, including Vietnam.

The purpose of the review is to assess whether the dumping of the subject goods is likely to continue or recur if the existing order expires, and to determine the potential risk of injury to Canada’s OCTG industry. The level of anti-dumping duties is not under consideration during this review process.

The products under review include a range of OCTG items such as casing, tubing, and green tubes made of carbon steel or alloy steel; welded or seamless; heat-treated or non-heat-treated; with all end finishes; meeting API 5CT standards or equivalent; and with an outside diameter of 2 3/8″ to 13 3/8″ (60.3–339.7 mm). Exclusions include drill pipe, pup joints, couplings/coupling stock, and stainless steel pipes with a chromium content of 10.5% or higher.

Below are the key procedural milestones of the review.

CBSA schedule

• 2 December 2025: Initiation of the expiry review and issuance of questionnaires.
• 30 April 2026: Issuance of the review determination on the likelihood of continued or resumed dumping; if affirmative, the case will be forwarded to the CITT for injury assessment.
• 15 May 2026: Publication of the Statement of Reasons.

CITT schedule

• 1 May 2026: Commencement of the expiry review upon receiving an affirmative determination from the CBSA.
• 22 May 2026: Deadline to submit responses to the review questionnaire.
• 29 June 2026 (before noon, Eastern Time): Deadline for product exclusion requests.
• 30 June 2026 (before noon): Deadline for submitting replies and arguments supporting continuation of the order.
• 2 July 2026 (before noon): Deadline to confirm the language of the hearing.
• 7 July 2026 (before noon): Deadline to file objections to Requests for Information (RFIs), domestic producer responses on exclusion requests, and requests for interpreters.
• 8 July 2026 (before noon): Submission of arguments opposing continuation of the order.
• 10 July 2026: CITT decision on RFIs.
• 15 July 2026 (before noon): Deadline to respond to domestic producer comments regarding exclusion requests.
• 16 July 2026 (before noon): Deadline for replies from parties supporting continuation of the order.
• 20 July 2026 (before noon): Deadline to respond to RFIs.
• 27 July 2026: Start of the hearing.
• 7 October 2026: Issuance of the order/decision and Statement of Reasons.
• 16 November 2026: Deadline to submit the certificate of destruction for confidential documents if no judicial review request is filed.

To help businesses respond effectively, recommended actions include: closely monitoring the progress of the case; thoroughly studying Canada’s anti-dumping investigation procedures to develop an appropriate participation strategy; submitting all required forms in accordance with the CITT’s instructions—Form I for individuals or public authorities, and Forms II–III for legal representatives—by 16 December 2025; and maintaining communication with Vietnamese authorities for updates and support when necessary.
