Canada Initiates Safeguard Investigation into Frozen and Canned Vegetables Imported from Vietnam

On March 16, 2026, the Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) announced that it had received information from the Vietnam Trade Office in Canada regarding the initiation of a safeguard investigation by the Canadian International Trade Tribunal (CITT) into certain frozen and canned vegetable products originating from Vietnam.

1. General Information on the Case

Products subject to the investigation include a variety of vegetables in frozen or canned form, specifically: corn, peas, green beans and yellow beans, mixed beans and carrots, mixed vegetables, as well as certain types of beans such as white beans, black beans, red beans, pinto beans, and chickpeas.

Certain product groups are excluded from the investigation, including: (i) fresh or dried vegetables; (ii) prepared meals in which vegetables are not the primary ingredient; and (iii) vegetable products that have been further processed into purée, powder, juice, paste, or similar forms.

The relevant HS codes involved in the case include: 0710.21; 0710.22; 0710.40; 0710.80; 0710.90; 2005.40; 2005.51; 2005.59; 2005.80; and 2005.99.

According to the initiation notice, if the investigating authority determines that increased imports have caused serious injury to the domestic industry, Canada may impose safeguard measures for a period of three years, with the possibility of extension up to a maximum of eight years.

2. Expected Investigation Process

In the coming period, the Canadian investigating authority will assess the increase in imports and its impact on the domestic industry. This process will include information gathering, data analysis, and consultations with relevant stakeholders before issuing preliminary and final determinations.

3. Recommendations for Enterprises

To proactively respond to the case, the Trade Remedies Authority recommends that producers and exporters of the concerned products closely monitor developments of the investigation, while thoroughly studying Canada’s safeguard investigation regulations and procedures.

In addition, enterprises should review their export activities of the relevant products to the Canadian market in order to assess potential risks and develop appropriate response strategies.
