The Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) announced that it has received information from the Vietnam Trade Office in Belgium and the European Union regarding the European Commission’s initiation of an anti-dumping investigation into copper tubes and pipes in coils originating from China, Mexico, Uzbekistan, and Vietnam.
1. General Information on the Case
The complainant in this case is the European Union Copper Tube Industry Protection Committee, representing copper tube manufacturers within the EU.
The product under investigation is copper tubes and pipes in coils, classified under CN code ex 7411 10 90 (TARIC code 7411 10 90 10).
The investigation period for dumping practices is determined from January 1, 2025 to December 31, 2025, while the injury assessment period runs from January 1, 2022 through December 31, 2025.
According to regulations, the investigation is expected to be completed within 12 months from the date of initiation and may be extended, but not beyond 14 months.
In the complaint, the petitioner alleges that imports from the countries concerned are being sold in the EU market at prices lower than their normal value, causing significant adverse effects on the EU domestic industry.
2. Investigation Procedure and Recommendations for Enterprises
In the coming period, the European Commission will select samples of exporting producers and issue questionnaires to the relevant parties. At present, the Commission has already released questionnaires for sampling purposes.
The level of cooperation by enterprises from the early stage plays a crucial role in determining the dumping margin as well as the level of duties that may be imposed.
If the investigation concludes that dumping practices exist and cause injury to the EU industry, the European Commission may impose provisional anti-dumping duties, followed by definitive duties on the investigated products. Under the regulations, provisional duties may be applied approximately 7–8 months from the initiation date, and the final determination is expected within 12–14 months.
The Trade Remedies Authority recommends that relevant producers and exporters proactively study the case file, fully cooperate with the EU investigating authority, and ensure timely and accurate submission of required information and documents. At the same time, enterprises are encouraged to maintain regular coordination with the Authority to receive timely support throughout the case proceedings.
