The official anti-dumping measure on the above-mentioned products was imposed by the Ministry of Industry and Trade pursuant to Decision No. 3283/QD-BCT dated 21 August 2017. Based on the results of the previous sunset review, on 19 August 2022, the Ministry of Industry and Trade issued Decision No. 1640/QD-BCT extending the duration of the anti-dumping measure for an additional five years, effective from 6 September 2022. Accordingly, the measure is scheduled to expire on 6 September 2027.
Pursuant to Clause 1, Article 52 of Government Decree No. 86/2025/ND-CP dated 11 April 2025, which provides detailed regulations on a number of articles of the Law on Foreign Trade Management regarding trade remedy measures, no later than 15 months prior to the expiry of an anti-dumping or countervailing measure, the investigating authority is responsible for notifying the acceptance of applications for a sunset review.
The content and scope of the sunset review are stipulated in Clause 2, Article 82 of the Law on Foreign Trade Management, and are further guided in detail under Clauses 3 and 4, Article 52 of Decree No. 86/2025/ND-CP.
In cases where domestic producers fail to submit an application for a sunset review within the prescribed time limit, or where the submitted application is incomplete or invalid in accordance with the law, pursuant to Points (a) and (b), Clause 7, Article 62 of Decree No. 86/2025/ND-CP, the Minister of Industry and Trade shall decide not to extend the application of the anti-dumping measure in the case concerned.
Accordingly, the Trade Remedies Authority of Vietnam hereby officially announces the acceptance of applications for a sunset review in the above-mentioned case. Pursuant to Clause 2, Article 52 of Decree No. 86/2025/ND-CP, within 30 days from the date of issuance of this notice, the requesting party is entitled to submit an application for a sunset review of the application of the anti-dumping or countervailing measure. The deadline for the Trade Remedies Authority of Vietnam to receive applications is 27 February 2026.
