The official anti-dumping measure on the above-mentioned products was imposed by the Ministry of Industry and Trade pursuant to Decision No. 1624/QD-BCT dated 15 August 2022 and took effect from 20 August 2022. In accordance with this Decision, the duration of the anti-dumping measure in case AD15 is scheduled to expire on 20 August 2027.
Pursuant to Clause 1, Article 52 of Government Decree No. 86/2025/ND-CP dated 11 April 2025, which provides detailed regulations on a number of articles of the Law on Foreign Trade Management regarding trade remedy measures, no later than 15 months prior to the expiry of an anti-dumping or countervailing measure, the investigating authority is responsible for issuing a notice on the acceptance of applications for a sunset review.
The content, scope, and conditions for conducting a sunset review are stipulated in Clause 2, Article 82 of the Law on Foreign Trade Management and are further specifically guided in Clauses 3 and 4, Article 52 of Decree No. 86/2025/ND-CP.
In cases where domestic producers fail to submit an application for a sunset review within the statutory time limit, or where the submitted application is incomplete or invalid in accordance with legal regulations, pursuant to Points (a) and (b), Clause 7, Article 62 of Decree No. 86/2025/ND-CP, the Minister of Industry and Trade shall consider and decide not to extend the application of the anti-dumping measure in the case concerned.
Accordingly, the Trade Remedies Authority of Vietnam hereby officially announces the acceptance of applications for a sunset review in case AD15. Pursuant to Clause 2, Article 52 of Decree No. 86/2025/ND-CP, within 30 days from the date of issuance of this notice, the requesting party is entitled to submit an application for a sunset review of the application of the anti-dumping or countervailing measure. The deadline for the Trade Remedies Authority of Vietnam to receive applications is 27 February 2026.
