According to information from the Permanent Mission of Vietnam in Geneva, on 2 December 2025, the United States notified the World Trade Organization (WTO) that the U.S. International Trade Commission (USITC) had initiated a global safeguard investigation concerning quartz surface products classified under HS codes 6810.99.0020, 6810.99.0040, and 7020.00.6000.
The investigation has been formally conducted by the USITC since 17 November 2025, based on a petition filed by a coalition of U.S. quartz surface manufacturers. The petitioners allege that imports of quartz surface products increased sharply from 135 million square feet in 2020 to 234 million square feet in 2024, representing an increase of approximately 73.4%, thereby causing serious injury to and posing a threat to the U.S. domestic industry.
The USITC announced that interested parties have 21 days from the date of publication in the Federal Register to register as parties to the investigation and to gain access to the case record. The USITC is expected to hold a hearing on injury and a separate hearing on potential safeguard measures.
The hearing on injury is scheduled for 24 February 2026. The deadline for registration to participate is 13 February 2026, and written submissions prior to the hearing must be filed by 17 February 2026.
The hearing on safeguard measures is scheduled for 14 April 2026. The deadline for registration is 6 April 2026, and the deadline for submission of written comments is 7 April 2026.
In addition, the USITC will conduct pre-hearing conferences, including a conference on injury on 20 February 2026 and a conference on safeguard measures on 10 April 2026. The deadline for post-hearing submissions on injury is 3 March 2026, while the corresponding deadline for safeguard measures is 21 April 2026.
Where entities do not register as interested parties, organizations and enterprises may still submit written comments on injury by 3 March 2026 and on safeguard measures by 21 April 2026.
According to the proposed timeline, the USITC will issue its preliminary injury determination on 1 April 2026 and submit its report to the President of the United States for consideration and decision within 180 days from the date of filing of the petition, tentatively by 18 May 2026.
