On August 18, 2025, the Ministry of Industry and Trade issued Decision No. 2333/QD-BCT on the initiation of an anti-dumping investigation concerning certain ceramic and porcelain tile products originating from the Republic of India (Case Code: AD23). This Decision defines the scope of products under investigation, the related parties, and the investigation timeline in accordance with Vietnamese law.
Under this Decision, the products subject to investigation include ceramic and porcelain tiles classified under HS codes 6907.21.21; 6907.21.22; 6907.21.23; 6907.21.24; 6907.21.91; 6907.21.92; 6907.21.93; and 6907.21.94.
The petition for investigation was filed by nine domestic producers representing the Vietnamese industry, including VITTO, Á Mỹ, Thắng Cường, Kỹ Thương Thiên Hoàng, Viglacera Tiên Sơn, TASA Group, Prime Tiền Phong, Gốm sứ CTH, and Hera. After review, the Trade Remedies Authority of Vietnam (TRAV) determined that the petition met all legal requirements for initiation.
On August 25, 2025, TRAV issued Notice No. 131/TB-PVTM on the issuance of the sampling questionnaire for foreign producers and exporters in case AD23.
On September 19, 2025, the investigating authority released Notice No. 150/TB-PVTM on the selection of sampling respondents among foreign producers and exporters.
On September 29, 2025, the investigating authority issued Notice No. 165/TB-PVTM to the selected companies, officially releasing the full investigation questionnaire. The deadline for completing and submitting responses is November 5, 2025 (Hanoi time).
Information and data provided by enterprises in response to the questionnaire will be kept confidential in accordance with Vietnam’s trade remedy regulations. Detailed instructions on the format, submission method, and deadlines are provided in the questionnaire package.
Recommendations for enterprises
Full, accurate, and timely participation in the investigation process — particularly in responding to the questionnaire — plays a vital role in protecting the legitimate rights and interests of enterprises. Businesses are advised to carefully review the instructions, verify export data, and prepare transparent, well-supported information.
Given the increasing number of trade remedy cases globally, exporters should consider seeking professional legal assistance to ensure effective cooperation with the investigating authority, regulatory compliance, and minimization of legal risks.
To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
