Following the information that on August 29, 2025, the Department of Foreign Trade of Thailand (DFT – the investigating authority for trade remedies in Thailand) initiated a safeguard investigation on imported polypropylene products, on October 7, 2025, the Trade Remedies Authority of Vietnam (TRAV) received information that DFT will hold a public hearing within the framework of the case and extend the deadline for exporters to submit responses to the investigation questionnaire.
1. Case information
Product under investigation: Polypropylene, classified under HS codes 3902.10.30.001, 3902.10.30.090, 3902.10.40.001, 3902.10.40.090, 3902.10.90.001, 3902.10.90.090, 3902.30.30.001, 3902.30.30.090, 3902.30.90.001, 3902.30.90.090, and 3902.90.90.000.
Petitioners include: HMC Polymers Co., Ltd., Thai Polyethylene Co., Ltd., and IRPC Public Co., Ltd.
According to DFT, the petitioners provided evidence showing an increase in imports, with import volume rising in absolute terms from 228,365 tons in 2020 to 390,583 tons in 2023 (an increase of 71.03%).
During the first three quarters of 2024, imports reached 297,871 tons and increased to 351,764 tons (18.09%) in the same period of 2025.
DFT asserted that this surge in imports has caused or threatens to cause serious injury to Thailand’s domestic industry, as reflected in declines in market share, sales volume, production, capacity utilization, and profitability.
2. Public hearing
DFT will hold a public hearing in both in-person and online formats at 10:00 a.m. on October 20, 2025 (Bangkok time) at Meeting Room 1601, 16th Floor, Department of Foreign Trade, Thailand.
Interested parties wishing to attend must register the names of participants (maximum of two persons) no later than October 16, 2025.

Parties intending to make oral statements must prepare a written statement and supporting materials, to be submitted to DFT no later than October 20, 2025.
Any additional information following the hearing must be submitted to DFT within three (03) days from the date of the hearing, i.e., no later than 4:30 p.m. on October 23, 2025.
Parties must provide a public summary for any confidential information or evidence. Detailed hearing procedures are provided in the attached document.
3. Deadline for submitting exporter questionnaires
According to the initiation notice dated August 29, 2025, DFT set the deadline for manufacturers, exporters, or related parties outside Thailand to submit responses to the investigation questionnaire as October 1, 2025.
However, in its notice dated September 23, 2025, DFT granted a 15-day extension, with the new deadline being 4:30 p.m. on October 16, 2025 (Bangkok time).
