The U.S. International Trade Commission (USITC) has received a petition requesting a safeguard investigation on quartz surface products (HS code 6810.99). The petition was filed by the American Quartz Surface Products Manufacturers Alliance, alleging that a surge in imports of these products has caused serious injury to the domestic industry.
According to USITC data, between 2020 and 2024, imports of quartz surface products into the United States from Cambodia, Indonesia, Thailand, and Vietnam increased sharply. From Vietnam alone, imports rose from USD 19 million in 2020 to USD 42 million in 2024 (an increase of 121%). Alongside Thailand, this surge was cited by the petitioner as the reason hindering the U.S. industry’s plan to establish 12 new production lines worth around USD 1 billion, which could have created 3,000 jobs.
Earlier, in July 2019, Vietnam’s Ministry of Industry and Trade had warned about the possibility that the U.S. would expand trade remedy measures (anti-dumping, countervailing duties, or anti-circumvention investigations) against artificial stone products originating from Vietnam.
The U.S. has already imposed duties on similar products imported from China, India, and Turkey, and requires importers of assembled products (such as kitchen cabinets and bathroom vanities) using quartz surfaces from these countries to declare separately the value of the quartz stone and pay the corresponding duties.
This regulation serves as a warning for Vietnamese exporters of quartz-based products: they need to work closely with import partners to ensure accurate declarations, thereby avoiding the risk of being deemed to circumvent U.S. trade remedy measures.
Vietnamese manufacturers and exporters of quartz surface products are urged to promptly review their export activities, assess risks related to this case, and closely monitor developments to prepare timely responses in the event that USITC officially initiates an investigation.
In recent years, Vietnam’s quartz surface manufacturing industry has maintained stable growth, with many factories investing in modern technology lines to meet export standards for demanding markets such as the United States, the EU, and Japan.
Preliminary statistics show that Vietnam’s exports of quartz surface products to the U.S. account for approximately 35–40% of the industry’s total export value, concentrated mainly among large enterprises in Binh Duong, Dong Nai, and several central provinces. The U.S. remains the most important export destination, holding a significant share in the export structure, but also posing high risks as trade remedy measures are increasingly tightened.
