On September 18, 2025, the European Commission (EC) officially issued a Notice of Initiation of an anti-dumping investigation concerning certain cold-rolled steel coil products originating from India, Japan, Taiwan, Turkey, and Vietnam, imported into the European Union (EU).

- Date of application receipt: August 4, 2025
- Date of initiation notice: September 18, 2025
- Applicant: European Steel Association (EUROFER)
- Product under investigation: Cold-rolled steel coils (excluding stainless steel, coated steel, and color-coated steel)

According to the Notice of Initiation, the EC specifies allegations related to dumping practices, injury, causal link, as well as factors such as distortions in raw material pricing. The EC also provides detailed guidance on investigation procedures, the rights and obligations of interested parties, and instructions on submitting documents through the TRON electronic system.
The Vietnam Steel Association, as well as Vietnamese producers and exporters of cold-rolled steel coils subject to the investigation, are advised to:
- Carefully review all information and documents attached to the Notice.
- Proactively and fully cooperate with the EC in providing dossiers and documents in the correct format and within deadlines.
- Maintain close coordination with the Trade Remedies Authority of Vietnam for timely support.
