In 2025, Vietnam’s General Statistics Office (GSO) will conduct a comprehensive nationwide enterprise investigation through an online survey.
This extensive survey will cover all firms engaged in production and business activities across various industries within the Vietnamese economic system, with the exception of three specific sectors.
Decision 1706: The Foundation of the 2025 Enterprise Investigation
On August 5, 2024, the Ministry of Planning and Investment (MPI) issued Decision No. 1706/QD-BKHDT, which outlines the Plan for Enterprise Investigations in 2025 (hereinafter referred to as “Decision 1706”). This decision sets the stage for the upcoming investigation, detailing the goals, targeted sectors, survey units, timeline, and methods to be used.
Goals of the 2025 Enterprise Investigation
The primary objective of the 2025 Enterprise Investigation is to collect detailed information from businesses, cooperatives, and cooperative unions. This data will serve multiple purposes, including:
- Management, Operation, and Assessment: To enhance the effectiveness of government and business operations.
- Forecasting the Socio-Economic Situation: To provide a basis for economic forecasts.
- Policy Making and Development Planning: To inform national and local economic strategies.
- Calculating GDP and GRDP: To determine the Gross Domestic Product (GDP), Gross Regional Domestic Product (GRDP) for 2024, and other key economic indicators.
- Compiling the 2025 White Books: To compile the 2025 White Book of Enterprises and the 2025 White Book of Cooperatives.
- Agricultural, Forestry, and Fishery Indicators: To gather data for the 2025 Rural and Agricultural Census.
- Updating the Statistical Database: To refresh the database used for statistical surveys on enterprises.
- Addressing Other Information Needs: To meet additional data requirements from various stakeholders.
The investigation will span all 63 provinces and centrally-run cities in Vietnam, targeting businesses across nearly all sectors defined by the Vietnam Standard Industrial Classification (VSIC), as stipulated in Decision No. 27/2018/QD-TTg, dated July 6, 2018. However, three sectors are excluded from this investigation:
- Sector O: Activities of the Communist Party, political-social organizations, state management, national security and defense, and mandatory social security.
- Sector U: Activities of international organizations and agencies.
- Sector T: Activities of households employing domestic staff, and producing goods and services for self-consumption.
The survey will focus on:
- Enterprises: Corporations, general companies, enterprises, and cooperatives.
- Independent Accounting Branches: Branches with responsibilities such as authorized representation, tax declarations, and independent financial reporting.
Specific criteria for inclusion in the survey are outlined in Decision 1706, targeting entities with their own name, assets, and transaction office, established under the Enterprise Law, the Law on Cooperatives, or specialized laws like the Law on Insurance and the Law on Securities.
Timeline of the Investigation
The investigation will be conducted over several months, with different timelines depending on the region:
- Hanoi and Ho Chi Minh City: April 1, 2025, to July 31, 2025.
- Provinces and Cities with 5,000 or More Enterprises: April 1, 2025, to June 30, 2025.
- Remaining Provinces and Cities: April 1, 2025, to May 31, 2025.
- Corporations and General Companies: June 1, 2025, to July 15, 2025.
The 2025 Enterprise Investigation will utilize an indirect survey method, collecting information through electronic Webform questionnaires. Survey units will provide their data via the GSO’s online enterprise investigation portal, requiring authentication with the enterprise’s name and code.
Decision 1706 specifies 35 different survey forms, tailored to various types of enterprises and accounting branches. The forms will gather information on:
- Identification Information: Details about the survey unit, production sector, business activity, and enterprise type.
- Labor and Employee Income: Number of employees and income levels.
- Business Production Results and Costs: Including production volume, energy consumption, and investment capital.
- Agricultural, Forestry, and Fishery Production: As required by the 2025 Rural, Agricultural Census.
- Other Information: Industrial products, export and import activities, transportation and insurance costs.
