On January 14, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 143/QĐ-BCT to impose official anti-dumping measures on prestressed steel strand products from Malaysia, Thailand, and China (Case AD17).
On July 5, 2023, the Ministry of Industry and Trade issued Decision No. 1704/QĐ-BCT to investigate anti-dumping measures on prestressed steel strand products from Malaysia, Thailand, and China.
On August 30, 2023, the Trade Remedies Authority of Vietnam issued Notice No. 78/TB-PVTM to distribute the official investigation questionnaire to foreign manufacturers/exporters involved in Case AD17.
On June 5, 2024, the Ministry of Industry and Trade issued Decision No. 1360/QĐ-BCT to extend the investigation period for imposing anti-dumping measures on prestressed steel strand products from Malaysia, Thailand, and China (Case AD17) by six months, setting the investigation’s conclusion date to January 5, 2025.
The goods subject to anti-dumping duties are prestressed steel strand products classified under HS codes 7312.10.91 and 7312.10.99.
On January 14, 2025, the Ministry of Industry and Trade issued Decision No. 143/QĐ-BCT to officially impose anti-dumping measures on prestressed steel strand products from Malaysia, Thailand, and China (Case AD17).
Under trade remedy regulations, the Minister of Industry and Trade of Vietnam may consider granting exemptions from provisional or official trade remedy measures for imported goods subject to trade remedies in one of the following cases:
- Goods that are not manufactured domestically;
- Goods with characteristics differing from those of domestically produced goods, which domestic goods cannot replace;
- Goods that are specialized products of similar goods or directly competitive goods produced domestically;
- Similar or directly competitive goods produced domestically are not sold in the domestic market under similar conditions or in cases of force majeure leading to a shortage of supply from the domestic industry.
Accordingly, businesses meeting the conditions for exemption from anti-dumping measures on prestressed steel strand products from the investigated countries may consider submitting an application for exemption from official anti-dumping measures under Case AD17. Required documents are specified in Article 14 and Appendix III of Circular No. 37/2019/TT-BCT.
The deadline for submitting exemption applications is before 5:00 PM on February 14, 2025.
