On 27 October 2025, the Minister of Industry and Trade issued Decision No. 3176/QĐ-BCT, accompanied by an official notice, launching an anti-circumvention investigation concerning certain hot-rolled steel products originating from the People’s Republic of China under case code AC03.AD20.
As part of the investigation, a detailed questionnaire has been issued to domestic producers and importers to collect relevant information and data necessary for the case. The purpose of this questionnaire is to gather comprehensive evidence on production, imports, and trade practices that may indicate attempts to circumvent existing trade remedy measures.
The questionnaire has been made publicly available online through the official electronic systems, enabling stakeholders to access all relevant documents and instructions. Respondents are required to submit their completed answers by 17:00 Hanoi time on 24 December 2025. Submissions must follow the specified online procedures, and detailed instructions regarding completion, document format, and submission methods are included in the attached appendices of the questionnaire.
All domestic producers and importers involved are strongly encouraged to participate and provide complete and accurate responses throughout the investigation. The submitted information will form a key basis for the final determination of the investigation. Failure to submit responses on time, or providing incomplete or inaccurate information, may be treated as non-cooperation under the relevant trade remedy regulations.
Importers are also advised to coordinate with their foreign suppliers in the countries concerned to ensure that producers and exporters abroad submit the necessary information for the investigation.

Companies are urged to carefully review these instructions before preparing and submitting their responses to ensure compliance with the regulatory requirements.
