Vietnam Issues Final Review Decision on Anti-Dumping Measures for Sorbitol Products from India, Indonesia, and China

On August 18, 2025, the Trade Remedies Authority (TRA) of Vietnam announced that it had received a request for the final review of anti-dumping measures applied to certain Sorbitol products originating from the Republic of India, the Republic of Indonesia, and the People’s Republic of China. This marks the initial step in the review process under Vietnam’s foreign trade management laws to assess whether to continue or adjust previously applied trade remedy measures.

Following the receipt of the request, the TRA also received the complete dossier and supplementary documents from the requesting party, Sorbitol France-Vietnam Joint Stock Company. This submission aims to demonstrate that the continued application of anti-dumping measures is necessary to protect the domestic industry from significant injury.

On November 7, 2025, the TRA issued Notice No. 246/TB-PVTM to the requesting party, providing the results of the assessment of the supplementary dossier. This assessment determines the completeness, validity, and reliability of the information and evidence provided by the requesting party, forming the basis for considering whether to initiate the final review.

Based on the assessment results and pursuant to Clause 2, Article 82 of the Law on Foreign Trade Management, on November 20, 2025, the Ministry of Industry and Trade issued Decision No. 3377/QĐ-BCT, officially initiating the final review of anti-dumping measures on Sorbitol products from the three aforementioned countries. The case has been assigned code ER01.AD14 and will proceed in accordance with current legal procedures.

In the next phase, the final review will be conducted under the Law on Foreign Trade Management and Decree 86/2025/ND-CP, which provides detailed provisions on trade remedy measures. According to regulations, within 20 days from the issuance of the review decision, the investigating authority will send questionnaires to relevant parties to collect information for evaluation purposes.

The Ministry of Industry and Trade recommends that organizations and individuals involved in the production, import-export, distribution, trading, or use of goods within the scope of the review proactively register as interested parties and participate in providing information. Full participation will help protect rights and ensure transparency in the application of trade remedies.

Entities wishing to register as interested parties may do so using the form issued together with Circular No. 26/2025/TT-BCT dated May 15, 2025. Registration dossiers must be submitted to the investigating authority via the TRAV ONLINE system within 60 working days from the effective date of the review decision. In addition to online submission, dossiers may also be sent by postal mail or email, depending on each entity’s circumstances.
