Vietnam Issues Public Hearing Minutes in Anti-Circumvention Investigation on Certain Hot-Rolled Steel Products from China

On July 3, 2026, the investigating authority under the Ministry of Industry and Trade (MOIT) held a public hearing in the anti-circumvention investigation concerning the application of trade remedy anti-circumvention measures to certain hot-rolled steel products originating from China.

The public hearing was conducted in accordance with Article 70 of the 2017 Law on Foreign Trade Management and Article 14 of Decree No. 86/2025/ND-CP, which provides detailed guidance on several provisions of the Law regarding trade remedy measures. The hearing constitutes an important stage of the investigation process, allowing interested parties to directly present their opinions, arguments, and supporting information and evidence relevant to the case.

According to the Trade Remedies Authority of Vietnam (TRAV), the hearing was attended by 32 representatives from various groups of interested parties. Participants included the Trade Remedies Authority of Vietnam acting as the investigating authority, the Vietnam Steel Association, the Vietnam Association of Mechanical Industry, domestic producers, foreign producers and exporters, importers, and authorized representatives of interested parties involved in case AD20.

During the hearing, the investigating authority received and considered the views presented by representatives of the interested parties regarding issues arising during the investigation. Participants were given the opportunity to express their positions on matters including product scope, import, production, and export activities, the impact of the provisional measures, and other issues relevant to determining whether circumvention of the trade remedy measures had occurred.

All opinions, arguments, and information presented during the public hearing will be compiled, reviewed, and assessed by the investigating authority as part of the preparation of its final determination. The hearing was conducted to ensure that the investigation proceeds in a fair, transparent, objective, and legally compliant manner, consistent with both Vietnamese law and the relevant principles of the World Trade Organization (WTO).

Following the hearing, the Trade Remedies Authority of Vietnam finalized the public hearing minutes and circulated them to the interested parties for their reference and for the implementation of subsequent procedures in accordance with the applicable regulations.

Case Background

On October 27, 2025, the Ministry of Industry and Trade issued Decision No. 3176/QD-BCT initiating an anti-circumvention investigation concerning certain hot-rolled steel products originating from China under case No. AC03.AD20.

During the course of the investigation, on April 2, 2026, the Ministry of Industry and Trade issued Decision No. 612/QD-BCT imposing provisional anti-circumvention measures on certain hot-rolled steel products originating from China that fall within the scope of the investigation.

On July 3, 2026, the investigating authority conducted the public hearing in both in-person and virtual formats. The hearing enabled representatives of interested parties to present their views, submit additional information, and clarify issues under examination by the investigating authority.

In the next stage of the investigation, the Trade Remedies Authority of Vietnam will continue reviewing the information, evidence, and comments collected throughout the investigation in order to finalize its final determination. Based on this determination, the Ministry of Industry and Trade will consider and issue its final decision on whether anti-circumvention measures should be imposed, as well as the scope and level of such measures, if any.
