On July 14, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 2027/QD-BCT on the final review results concerning the application of anti-dumping measures on certain plastic products made from polypropylene polymers originating from Malaysia, Thailand, and China.
According to the Decision, the Minister of Industry and Trade has decided to terminate and not extend the application of anti-dumping measures on the above-mentioned products.
The final review investigation was initiated in July 2024 by the investigating authority in full compliance with Vietnam’s trade remedy regulations, including the Law on Foreign Trade Management and its implementing documents, as well as international commitments under the WTO Anti-Dumping Agreement.
Based on the investigation findings, the investigating authority concluded that the termination of the anti-dumping measures would not result in the continuation or recurrence of significant injury or threat of injury to the domestic industry. Accordingly, the conditions for maintaining the trade remedy measures on the investigated products are no longer met.
As a result, the Minister of Industry and Trade officially issued the decision to terminate and not extend the anti-dumping measures applied to the products subject to investigation under case code ER01.AD07.
Information on the Investigated Products:
The products under investigation include various types of packaging, bags, films, or plastic sheets made from polypropylene polymers, commonly used in sectors such as food packaging, industrial packaging, consumer goods, and agriculture. These products fall under HS codes 3920.20.91 and 3920.20.99, and are commonly referred to as BOPP (biaxially oriented polypropylene film) or PP film, known for their lightweight, mechanical strength, transparency, moisture resistance, and ease of processing.
During the period of anti-dumping measure application, these products were found to be imported into Vietnam in significant volumes from Malaysia, Thailand, and China at prices lower than fair market value, exerting considerable competitive pressure on the domestic industry. However, based on the final review results, the likelihood of recurrence of dumping and material injury to the domestic industry was assessed to be negligible, providing grounds for the Ministry to discontinue the measure.
The termination of the anti-dumping measure is expected to facilitate the importation of raw materials for domestic production and consumption, while ensuring the continued stability and development of Vietnam’s plastic packaging industry in the coming period.
