On January 5, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 22/QD-BCT on the second review results of the application of anti-dumping measures against certain MSG products.
On July 22, 2020, the Ministry of Industry and Trade of Vietnam issued Decision No. 1933/QD-BCT imposing official anti-dumping duties on certain MSG products originating from China and Indonesia.
On April 6, 2022, the Ministry of Industry and Trade issued Decision No. 640/QD-BCT on the first review results of the application of official anti-dumping duties on certain MSG products originating from China and Indonesia.
On June 19, 2023, the Ministry of Industry and Trade of Vietnam issued Decision No. 1466/QD-BCT on the second review of the application of anti-dumping measures against MSG products from China and Indonesia.
Article 58 of Decree No. 10/2018/ND-CP stipulates that within 60 days before the end of a year from the date of the decision to apply anti-dumping measures, countervailing measures officially, relevant parties have the right to submit applications for review. Following the procedure, a related party, consisting of a group of companies producing investigated products from China (Fufeng Group), submitted a review application to the Trade Remedies Authority of Vietnam, and the Authority confirmed receiving the application correctly, fully, and lawfully.
The Ministry of Industry and Trade of Vietnam began investigating the review case since June 2023 based on the request of the Fufeng Group of China submitted in August 2022. During the investigation, the Ministry of Industry and Trade strictly followed relevant regulations of the Foreign Trade Management Law and Decree No. 10/2018/ND-CP.
On January 5, 2024, the Ministry of Industry and Trade issued Decision 22/QD-BCT on the second review results of the application of anti-dumping measures against certain MSG products originating from China and Indonesia. The investigation determination showed changes in the dumping margin of the Fufeng Group from China.
The goods subject to anti-dumping duties are classified under HS code 2922.42.20.
The anti-dumping duty rate applied to the Fufeng Group is 3,396,156 VND per ton.
This anti-dumping duty rate will be effective from the date of Decision No. 22, i.e., 7 days from the date of issuance of the Decision until the end of July 22, 2025.
The above-mentioned period may be amended, modified, supplemented, reduced, or extended based on other decisions of the Ministry of Industry and Trade of Vietnam, depending on the review results of the application of anti-dumping measures on MSG products in Vietnam.
