On August 18, 2025, the Ministry of Industry and Trade issued Decision No. 2333/QD-BCT to initiate an anti-dumping (AD) investigation into certain ceramic and porcelain tiles originating from the Republic of India, under HS codes 6907.21.21; 6907.21.22; 6907.21.23; 6907.21.24; 6907.21.91; 6907.21.92; 6907.21.93; 6907.21.94 (case code: AD23).
The decision was based on the assessment of a Petition for AD Investigation submitted on July 2, 2025, by a group of domestic producers representing the local industry, including nine companies: Vitto Corporation, A My Industry JSC, Thang Cuong JSC, Thien Hoang Industry & Technology JSC, Vigalcera Tien Son JSC, TASA Group JSC, Prime Tien Phong JSC, CTH Ceramic JSC, and Hera Industry JSC.
These companies alleged that ceramic and porcelain tiles imported from India had been dumped into the Vietnamese market, causing significant injury to the domestic industry.
Investigation process and next steps
Pursuant to Decree No. 86/2025/ND-CP dated April 11, 2025, detailing the Law on Foreign Trade Management regarding trade remedies, after initiating the investigation, the Ministry of Industry and Trade will issue sampling questionnaires to:
• Foreign manufacturers/exporters identified by the investigating authority.
• Representatives in Vietnam of the country or territory whose goods are under investigation.
If foreign manufacturers/exporters fail to respond within the prescribed deadlines, they may be deemed uncooperative. Where the number of exporters or product types is too large, the Ministry may limit the scope of investigation using sampling methods.
Subsequently, the Ministry will issue formal investigation questionnaires to collect information, analyze, and assess:
(i) dumping practices,
(ii) the extent of injury to the domestic industry, and
(iii) the causal relationship between the two.
If necessary, provisional AD measures may be applied based on preliminary findings to prevent further serious injury.
In addition, the Ministry will verify and cross-check data provided by relevant parties, and organize public consultations for related parties to present arguments and evidence before issuing a final determination.
Recommendations for related parties
The Ministry of Industry and Trade recommends that organizations and individuals engaged in import, export, distribution, trading, or use of the investigated products register as interested parties to safeguard their legitimate rights and interests. Registration can be made via the online Trade Remedies Authority of Vietnam system (TRAV ONLINE) at https://online.trav.gov.vn within 60 working days from the effective date of the Decision. Applications may also be submitted by post or email.
The deadline for interested party registration is November 7, 2025.
