ASL LAW's analysis of Vietnam anti-dumping investigation extension

Vietnam Extends Investigation Period in Anti-Dumping Case on Wood Fiberboard Products from Thailand and China

On September 25, 2024, the Ministry of Industry and Trade issued Decision No. 2549/QĐ-BCT on the initiation of an anti-dumping investigation concerning certain wood fiberboard products originating from the Kingdom of Thailand and the People’s Republic of China. This measure aims to ensure fair competition in the domestic market and safeguard the legitimate interests of the domestic industry against injury risks from dumped imports.

After one year of investigation, to ensure a comprehensive and objective review of all relevant issues, on September 25, 2025, the Ministry of Industry and Trade issued Decision No. 2667/QĐ-BCT extending the investigation period by six (06) months in the above-mentioned anti-dumping case (Case Code: AD21). Under this decision, the conclusion of the investigation will be postponed until March 25, 2026.

The extension is made pursuant to Article 70 of the Law on Foreign Trade Management No. 05/2017/QH14, which allows the investigating authority to prolong the investigation period when necessary to ensure that data evaluation and analysis are conducted in an objective, transparent, and thorough manner.

Significance of the Extension

The decision to extend the investigation reflects the prudence of the competent authorities in handling trade remedy cases, particularly when the products involved have significant implications for the domestic wood industry and the construction materials market. The extension serves to:

  • Provide stakeholders with additional time to submit evidence and supplementary information;
  • Enable the investigating authority to thoroughly analyze data, assess dumping margins, and evaluate market impact;
  • Ensure that the final conclusion is well-substantiated and consistent with international trade rules.

To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
