On 17 November 2025, the Trade Remedies Authority of Vietnam (TRAV) issued Notice No. 266/TB-PVTM on the issuance of the anti-circumvention investigation questionnaire for foreign producers and exporters in the anti-circumvention investigation of trade remedy measures applicable to certain hot-rolled steel products originating from China (Case No. AC03.AD20).
Pursuant to the Notice, the deadline for submission of the completed questionnaire was set at 5:00 p.m. on 24 December 2025 (Hanoi time).
During the preparation of questionnaire responses, foreign producers and exporters that are interested parties in the case submitted written requests to TRAV seeking an extension of the response deadline. The stated reason was the substantial volume of information and data required, which necessitated additional time for collection, review, and proper preparation to ensure completeness and accuracy in accordance with the Investigation Authority’s requirements.
In order to facilitate cooperation by enterprises, ensure objectivity and fairness among interested parties, and support the assessment of the case based on complete and accurate information, and pursuant to Clause 2, Article 93 of Decree No. 86/2025/ND-CP dated 11 April 2025, the Investigation Authority issued a letter to interested parties in Case No. AC03.AD20 granting an additional 30-day extension for foreign producers and exporters to respond to the anti-circumvention investigation questionnaire.
Accordingly, the new deadline for submission of the questionnaire is 5:00 p.m. on 23 January 2026 (Hanoi time). After this deadline, the Investigation Authority may apply facts available in accordance with the law on trade remedies.
With respect to other matters, enterprises are required to continue strictly complying with the instructions set out in the official anti-circumvention investigation questionnaire issued together with Notice No. 266/TB-PVTM dated 17 November 2025 by the Investigation Authority.
