On 30 January 2026, the Ministry of Industry and Trade issued Decision No. 228/QD-BCT on the imposition of provisional anti-dumping duties on certain clear float glass products originating from Indonesia and Malaysia.
The products subject to the provisional anti-dumping duty are clear float glass; not wired; not coated with an absorption or reflective layer; not optical glass that has not been optically worked; classified under HS codes 7005.29.20 and 7005.29.90; originating from Indonesia and Malaysia.
Pursuant to Clause 2, Article 12 of Circular No. 26/2025/TT-BCT dated 15 May 2025 of the Minister of Industry and Trade detailing trade remedy measures, imported goods currently subject to a trade remedy measure may be considered for exemption in the following circumstances:
(i) falling within the list eligible for exemption under the decision imposing the measure or the review decision;
(ii) not domestically produced;
(iii) possessing distinct characteristics that domestically produced goods cannot substitute;
(iv) being specific products of similar goods or directly competitive goods produced domestically;
(v) similar or directly competitive goods produced domestically are not sold under normal conditions or force majeure events leading to supply shortages;
(vi) imported goods falling within the total quantity requested for exemption for research, development, or other non-commercial purposes.
Pursuant to Clause 1, Article 17 of Circular No. 26/2025/TT-BCT, the Trade Remedies Authority of Vietnam requests enterprises with demand to submit applications for exemption from the provisional anti-dumping duty in Case AD22. The application dossier must include documents as prescribed in Article 16 and Appendix II of Circular No. 26/2025/TT-BCT.
In accordance with Article 18 and Clause 3, Article 17 of Circular No. 26/2025/TT-BCT, enterprises shall submit exemption applications via the Online Public Service Portal at https://dichvucong.moit.gov.vn or directly to the Trade Remedies Authority of Vietnam.
