On April 3, 2024, the U.S. Department of Commerce (DOC) issued an official notice regarding the extension of the deadline for issuing the final determination on the scope of the product investigation and the anti-dumping and countervailing duty circumvention with respect to wooden cabinets imported from Vietnam.
Since April 2020, the United States has imposed anti-dumping and countervailing duties on wooden cabinets originating from China, with anti-dumping duties ranging from 4.37% to 262.18% and countervailing duties ranging from 13.33% to 293.45%.
On September 21, 2022, the U.S. Department of Commerce extended the deadline for issuing final scope determinations by an additional 177 days until March 17, 2023. On March 16, 2023, the Commerce Department exercised its authority to issue preliminary scope rulings.
On March 16, 2023, the Commerce Department extended the deadline for issuing the final scope determination by an additional 93 days until June 16, 2023. On June 2, 2023, the Commerce Department extended the deadline for issuing the final scope determination by an additional 62 days until August 17, 2023.
On August 10, 2023, the Commerce Department extended the deadline for issuing the final scope determination by an additional 46 days until October 2, 2023. On September 29, 2023, the Commerce Department extended the deadline for issuing the final scope determination by an additional 120 days until January 26, 2024.
DOC also extended the deadline for issuing the final determination of the investigation into Vietnam’s wooden cabinet countervailing duty circumvention to April 19 and July 18, 2024.
Most recently, DOC once again extended the deadline for issuing the final determination of the investigation into Vietnam’s wooden cabinet anti-dumping and countervailing duties to June 14, 2024. For the duty circumvention investigation, DOC also extended the deadline for issuing preliminary and final determinations of the investigation to June 28 and September 26, 2024, respectively.
Additionally, DOC has established third-country case numbers in the U.S. Customs and Border Protection (CBP) automated system for Vietnam: A-552-106-000 and C-552-107-000 to facilitate tracking of import procedures for related products into the United States.
Furthermore, DOC has issued draft guidelines on procedures and protocols for verifying the origin and scope of imported wooden cabinets, including notes on temporary suspension of liquidation and posting of bonds; DOC and CBP certification mechanisms.
Interested parties may comment on these draft guidelines by April 19, 2024. The deadline for rebuttal comments is April 26, 2024.
