On 2 February 2026, the Trade Remedies Authority of Vietnam received information from the Vietnam Trade Office in the Philippines that the Philippine Tariff Commission had officially announced the termination of the safeguard investigation and the decision not to apply safeguard measures to imported corrugated paperboard products entering the Philippines.
This decision was made on the basis that there was insufficient evidence to determine that imports of the investigated products caused or threatened to cause serious injury to the domestic industry, nor was there sufficient proof of a causal link between the increase in imports of paperboard materials and the injury or threat of injury to the domestic manufacturing industry.
Previously, in February 2025, the Philippine Department of Trade and Industry (DTI) initiated a safeguard investigation into imported corrugated paperboard products pursuant to Section 6 of the Philippine Safeguard Measures Act.
By August 2026, the case was referred to the formal investigation stage conducted by the Philippine Tariff Commission.
The termination of the investigation and the decision not to impose safeguard measures on imported corrugated paperboard products are regarded as a positive outcome, helping to protect the lawful rights and interests of Vietnamese exporters, maintain the stability of export markets, limit adverse impacts from trade remedy measures imposed by importing countries, and reaffirm the legitimate competitiveness of Vietnamese products in the international market.
Key information on the case is as follows:
- The investigated product is corrugated board, classified under HS codes 4805.19.10, 4805.19.90, and 4805.12.00. Corrugated board is widely used in the packaging and packing sector, mainly for the production of carton boxes for storage and transportation of goods, as well as cushioning materials to reduce product damage.
- The petitioner in the case is the Philippine Association of Pulp and Paper Manufacturers (Pulpapel).
- The period of investigation covers the years from 2019 to 2023.
