Acknowledging the fact that the current support for the people and businesses affected by the Covid-19 pandemic is not enough, the Government of Vietnam has added several beneficiaries to receive support when facing difficulties during the pandemic.
Deputy Prime Minister Le Minh Khai signed Decision No. 33/2021/QD-TTg dated 6/11/2021 amending and supplementing several articles of Decision No. 23/2021/QD-TTg dated 7/7/ 2021 of the Prime Minister stipulating the implementation of a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic.
Specifically, Decision 33 broadens the support subject of the previous Decision 23, including the support for employees and employers who temporarily suspend contributions to the retirement and death insurance benefit fund.
Specifically, the support condition is that the employer has fully paid social insurance premiums or is temporarily suspending contributions to the retirement and death insurance benefit fund until the end of January 2021 but is affected by the Covid-19 epidemic, leading to a reduction of 10% or more in the number of employees participating in social insurance at the time of application submission compared to January 2021.
Apply for vocational training support in installments
One of the amended and supplemented contents in Decision 33 is the procedure for requesting support for the employer in training, retraining, and improving vocational skills to maintain jobs for employees.
Specifically, enterprises submit dossiers according to regulations to the Department of Labor – Invalids and Social Affairs where the head office is located or where the employer registers to participate in social insurance for employees.
Meanwhile, according to the previous Decision 23, there is only mention of the place to submit the application: the Department of Labor – Invalids and Social Affairs where the head office is located.
Notably, enterprises can apply for support in different installments to suit production, business, and labor usage conditions. Employees are only supported for training and retraining once according to this policy.
Expanding the subjects to receive support
Decision 33/2021/QD-TTg also amends and supplements a number of regulations on subjects and conditions to support employees who temporarily suspend the performance of labor contracts or take unpaid leave.
Accordingly, an employee working under a labor contract who must suspend the performance of the labor contract or take unpaid leave due to one of the cases stipulated in this Decision will get support from the Government of Vietnam.
Regarding the time, the employee will receive support when they are suspended from performing the labor contract or take leave without pay during the term of the labor contract, from 15 consecutive days or more.
The time to start counting the suspension of the performance of labor contracts, taking unpaid leave starts from May 1, 2021, to December 31, 2021.
Support for the elderly and the disabled
In addition to supporting children during treatment due to Covid-19 infection or medical isolation previously prescribed, Decision 33/2021/QD-TTg supplements regulations on support for the elderly, people with disabilities.
Specifically, children, the elderly, and people with disabilities during treatment due to Covid-19 infection or medical isolation will get one-time support of 1 million VND/person.
