On July 14, 2022, the Directorate General of Trade Remedies of India (DGTR) issued an official notice on the holding of a hearing in the case of the anti-dumping investigation on vinyl floor coverings originating from China, Taiwan, and Vietnam that are scheduled to take place at 14:30 on July 18, 2022 (India time) in the form of an online meeting (Digital Video Conferencing – DVC).
On January 21, 2022, the Directorate General of Trade Remedies of India sent a notice to initiate an anti-dumping investigation against a number of vinyl floor covering products that are not in rolls or sheets originating from China, Taiwan, and Vietnam.
DGTR initiated an investigation into the case after receiving complaints from Welspun India, Welspun Flooring, and Welspun Global Brands Co., Ltd. (plaintiffs) alleging that competitors’ dumping of products in the Indian market had seriously affected domestic trade since September 2019, specifically on the production and trading of this item in India.
The goods under review included vinyl floor coverings classified under HS codes 3918.10.90; 3918.10.10, 3918.90.10, 3918.90.20, and 3918.90.90. The anti-dumping investigation period for vinyl floor coverings runs from October 1, 2020, to September 30, 2021.
In order to draw accurate conclusions in the case of the anti-dumping investigation on vinyl floor coverings originating from Vietnam, the parties involved in the case need to attend and express their views and perspectives about the investigation before DGTR as well as other related parties.
